Francis, however, could discuss one thing: DPS arrested a protester Friday morning for interference with officers after he entered NM 528, attempting to "dodge" police, as Bush's motorcade began to leave for Kirtland Air Force Base.

Albuquerque resident Robert "Robb" P. Chavez, 56, was among the protesters gathered west of 21st Avenue and NM 528, according to the police report, none of which was permitted to enter the road for traffic and security reasons.

Chavez denied the allegations, saying that he was off the curb, but that he was in what he believed was 21st Street, not NM 528.

"At no point was I a threat to that officer, to any of the officers, or to the President," he said in a telephone interview.
