Bolton Launches Talks on Replacing Annan

U.S. Launches Security Council Discussion on Choosing Next Secretary-General

UNITED NATIONS Feb 17, 2006 (AP)— The U.S. ambassador opened Security Council discussions on the next U.N. secretary-general, calling the choice of a replacement for Kofi Annan probably the most important decision the world body will make this year.

U.S. Ambassador John Bolton, the council's president this month, called a meeting of the five veto-wielding permanent members Thursday "to get a sense of where the council is, so that we can begin to move forward on the issue."

Annan's second five-year term ends on Dec. 31 and his successor must be approved by the General Assembly based on a recommendation from the council.

At the moment, the permanent members the United States, Russia, China, France and Britain are divided on when to choose the next U.N. chief and where he or she should come from.

17. That's true but this article makes it sound like Bolton ousted Annan
when in fact this is just business as usual.

It reminds me of the bluster and hullabaloo the Republicans made about "Oil for Food" and an overhaul of the UN mission....both were already in progress.

UNITED NATIONS (AP) — Secretary-General Kofi Annan on Thursday said the United States should close the prison at Guantanamo Bay for terror suspects as soon as possible, backing a key conclusion of a U.N.-appointed independent panel.

White House spokesman Scott McClellan rejected the call to shut the camp, saying the military treats all detainees humanely and “these are dangerous terrorists that we’re talking about.”

The panel’s report, released Thursday in Geneva, said the United States must close the detention facility “without further delay” because it is effectively a torture camp where prisoners have no access to justice.

......The U.N. investigators said photographic evidence — corroborated by testimony of former prisoners — showed detainees shackled, chained and hooded. Prisoners were beaten, stripped and shaved if they resisted, they said.....

Anyone remember Boutros Boutros-Ghali? He was ousted by US (read: Republican) pressure because, it was said, he was "fiscally irresponsible".

Kofi was deemed acceptable and was installed forthwith.

Republicans have been overwrought about the very nerve of ANY large peace-seeking organization for decades. It seems to rub them the wrong way. They must feel stifled by the very thought of being expected to pursue diplomacy as a matter of course. They can't prove any competance through mental and psychological efforts.

When in fact, the US has always made the rules there. The US controls the purse-strings and by using a combination of arm-twisting and threats of de-funding, has made the UN a totally ineffective, fractious mess.

control of the House they started placing conditions on money the country paid in dues, in foreign aid, etc. They came to the conclusion they could force others to jump through their hoop by holding the U.S. taxpayers money hostage to serve their own idealogical interests.

It's been going far, far too long. What a miserable history trailing these scumbags.
