Seeing plot, Arroyo declares emergency

MANILA Alleging a conspiracy by political opponents, Communists and rightists to remove her from power, President Gloria Macapagal Arroyo of the Philippines declared emergency rule Friday and banned rallies marking the 20th anniversary of the fall of Ferdinand Marcos, the former Philippine dictator.
Security was tightened - "double red alert," the military called it - in Manila, with barbed wire and barriers thrown up around the presidential palace, apparently to head off any attempt by Arroyo's foes to storm the building.

The government revoked all permits for rallies and threatened to arrest those who would incite the public to rebel. It also closed schools and warned the media not to "recklessly" publish rebel statements.

Officials said the decree also allows the president to put under government control entities like broadcast networks and and utilities like those for power and water.

Organizers said they hoped the rallies would be the biggest anti-Arroyo demonstration since July, when Arroyo was accused of rigging an election in 2004. That accusation led to congressional investigations and an attempt to impeach her.
