TAMPA - A defense contractor who pleaded guilty Friday to bribing a California congressman told federal authorities he also funneled illegal campaign contributions to U.S. Rep. Katherine Harris of Longboat Key, who's running for the U.S. Senate.

The contractor, Mitchell Wade, former chief executive of MZM Inc. in California, pleaded guilty to paying hundreds of thousands of dollars in bribes to Republican Randy "Duke" Cunningham of California and receiving more than $150 million in Defense Department contracts in return.

He also pleaded guilty to making about $80,000 in illegal campaign contributions to two other Congress members - identifiable from court papers and election records as Harris and Rep. Virgil Goode of Virginia, both Republicans - in hopes of receiving federal appropriations.

The Harris contributions were made to her 2004 campaign for re-election to the House. At the time, MZM, its officers and its political action committee were Harris' largest single source of campaign funds.

Sounds like Katherine Harris and Virgil Goode might have "the goods" on them now like Cunningham had earlier. Wade gets sentenced and story indicates that these two also received "illegal" campaign contributions as well.

The Plea Agreement

The defense contractor who bribed ex-Rep. Randy "Duke" Cunningham (D) says he directed $80K in illegal campaign contributions to two members of Congress. In exchange for the campaign cash, a staffer for one of the members inserted a $9M provision that benefited MZM into an approps bill.

From the indictment: "His solution was to have his employees and their spouses make contributions to these two campaigns under their own names, then reimburse them -- a technique, known as "straw contributions" that is a felony under federal election law when the straw contributions amount to over ten thousand dollars. ... All in all, he made 39 different "straw" contributions, with 19 different employees or spouses. In order to maximize the impact of these contributions, Wade personally handed a number of the campaign contributions, in the form of personal checks from employees and their spouses, to one of the representatives."

Who might those members be?

Well, a San Diego Union Tribune story from '05 suggests that Wade's employees were pressured to donate money to the campaigns of Cunningham, Rep. Katherine Harris (R-FL) and Rep. Virgil Goode (R-VA).

Cunningham and Goode were on the defense appropriations subcommittee in '04; Harris was not. At FECINFO.com, we searched for all contributions given by MZM employees in '04.

The earlier Florida thread I started many months ago (June of last year) when the Cunningham scandal was brewing noted that Harris was in trouble then. This isn't a real new revelation, though the characterization of MZM's donations to her and Goode as being "illegal" is now new.

4. I have a question about this....
and hoping somebody has an answer for me...I was under the impression that Wilkes the defense contractor had a bunch of paper companies. So, the contracts awarded to his companies were bogus...and that cash was just re-directed from the defense dept. to the RNC coffers. Can someone tell me if this is correct?...

5. Fox News Omits Parts of AP Article
I know it's a shocker but I can't believe how fair and balanced Faux news is! For this story, they show Associated Press but deviate from the article by failing to tell you what party Cunningham belongs to and then state this:

"Wade, former president of defense contractor MZM Inc. in Washington, D.C., also acknowledged making nearly $80,000 in illegal campaign contributions in the names of MZM employees and their spouses to two other members of Congress, who were not identified."

But the real Associated Press article states:

"Wade, MZM's former president, also admitted making nearly $80,000 in illegal campaign contributions in the names of MZM employees and their spouses to two other members of Congress, identifiable from Federal Election Commission records as Rep. Virgil Goode, R-Va., and Rep. Katherine Harris, R-Fla."

Unbelievable and convenient to not disclose this info.

Probably heard it here on DU. It would seem like Big News if true but hasn't seemed to be picked up by MSM. Maybe it is just rumor. A lot of that goes on around here. I think it is deliberate to try and discredit

I guess I'm curious about the legal proceedings...like when Walsh was the independent prosecutor for Iran/Contra...or Fitz with Plamegate...the charges and degree of scope of the investigation often leave so much of the story untold. I'm just wondering if that's what's going on here.

There's no hint whatsoever that Goode benefited personally. And he probably did not know the donations were illegal:

But big questions can still be asked about the judgment he showed in writing MZM into an appropriations bill. Influence peddling on behalf of one's district isn't as morally repugnant as accepting personal bribes, but it can undermine effective government just as easily.

While she was Secretary of State, Harris presided over the contested Presidential election of 2000 in Florida. It was Harris who certified that the Republican candidate, George W. Bush, had carried the State of Florida, thus giving him the election over Al Gore. Her ruling was challenged, and was overturned on appeal by the Florida Supreme Court, but was upheld upon further appeal to the Supreme Court of the United States. There were allegations of a conflict of interest since she was prominent in the Florida Bush campaign

Turncoat Goode is on the hot seat now. Although he's not my rep, he's close by and I despise him for leaving the Dems and turning Repub. Guess it wasn't as profitable to remain a Dem.

I've been working with the public integrity reporter of my local paper and sending him info I can find on Wade. He's already done a big piece on Goode's getting money from Wade and I'm sure will follow up with this latest bombshell. Thanks for posting.

Washington defense contractor Mitchell J. Wade admitted yesterday in federal court that he attempted to illegally influence Defense Department contracting officials and tried to curry favor with two House members, in addition to lavishing more than $1 million in cash, cars, a boat, antiques and other bribes on convicted Rep. Randy "Duke" Cunningham (R-Calif.).

The new admissions, including details that identify Reps. Virgil H. Goode Jr. (R-Va.) and Katherine Harris (R-Fla.) as recipients of illegal campaign contributions, are contained in Wade's agreement to plead guilty to four criminal charges stemming from his role in the Cunningham probe. The congressman resigned after pleading guilty in November to taking $2.4 million in bribes from Wade and others in return for steering federal funds and contracts their way.

No sign she knew the contributions were illegal ... but investigators aren't necessarily done with her. This could turn out to be something lovely.

WASHINGTON - U.S. Senate candidate Katherine Harris was forced again today to distance herself from a bribery scandal that already cost one former congressman his job.

The Republican congresswoman who represents the Sarasota, Fla., area previously had claimed she was guilty of no wrongdoing in accepting tens of thousands of dollars in campaign contributions from employees and managers of MZM Inc., a defense contractor.

''This case demonstrates the perils of a process in which candidates are sometimes asked to determine the intent of a contributor," Harris said in a statement released by her congressional office.

Harris' campaign attempted to return the campaign contributions to MZM employees but never received a response, the release said.

what some freeper thinks of that idea:

There is so much money flying about that it is inevitable that dirty money will get into the coffers of even those who intend no wrongdoing.

But the problem I do have in this story is Habitat for Humanity. Why not the NRA Gun Safety courses, or church sponsored charities or perhaps museums dedicated to elevation of conservative themes like combat art or chronicles of the history of rifles in America? When the money goes to charity, carefully ensure the recipients are not left leaning. Gut them. Send the money to rightward leaning charities.

WTF is "combat art"? And you've gotta wonder how many people really care about the history of rifles in America, don't you? Also, I'm continually amazed at how many people who are obsessed with combat and guns aren't in Iraq.

I also like the "end the money to rightward leaning charities" part. I thought right-wingers believe charity is for sissies - people are supposed to pull themselves up by their bootstraps, aren't they? It's what they're always telling us. Real rightward thinking people would just say "we don't need no stinking charity". Wouldn't they?

WASHINGTON - A defense contractor admitted Friday he paid a California congressman more than $1-million in bribes and also acknowledged making illegal campaign contributions to two other members of Congress, one being Rep. Katherine Harris, R-Sarasota.>snip<

Harris got $10,000 from the MZM political action committee, and another $32,000 from MZM employees, according to the Center for Responsive Politics, which tracks campaign money. The $32,000 came in 16 checks for $2,000 each - 14 of them written on March 23, 2004.

Harris said she contacted those contributors and asked if any wanted their money returned, and none responded.

Republicans these days are too busy shoveling the cash to count it, or to note whether the blood on it is fresh--and Ms. Harris would be the last one to raise any ethical questions, even if she had the competence and imagination to do so.

The Justice Department has a message for Congress: clean up your house or else we may have to do it for you. A senior federal law enforcement official told TIME that the paralyzed and often lax House ethics committee has created a vacuum that prosecutors won't hesitate to fill. The House’s internal mechanism for keeping corruption in check is “broken,” says the official.

But with the House ethics committee stalled for so long, new pressure on House members to jump start their internal ethics oversight comes in the form of widening justice probes into their behavior.
Wade, former CEO of defense contractor MZM, pleaded guilty to bribing Cunningham and told investigators about how he reimbursed employees who gave to the campaigns of influential representatives. Records released in the Wade plea suggest the House Members are GOP Reps. Katherine Harris of Florida and Virgil Goode of Virginia. Harris released a statement Friday calling the revelations in the Wade plea “an unfortunate reality…. I am confident justice will prevail and the guilty parties will be properly punished." Harris said she had attempted to refund the donations after press accounts first called them into question some time ago, before “voluntarily deciding to donate the full amount of these funds to charity.” Goode issued a statement on Friday saying he had donated all MZM-related campaign contributions to charity. Goode could not be reached for comment—but seems to acknowledge he'd been tight with Wade by calling him “Mitch” in the statement, which appears to be on official House letterhead instead of the campaign stationery that’s normally used for fundraising matters.

Among them are trying to bribe other members of Congress as well as Defense Department employees he wanted to steer business his way.

The Washington Post reports Mitchell J. Wade, head of MZM Inc., pleaded guilty to giving Cunningham more than $1 million in various expensive items, among other bribes.

"Wade personally handed a number of those checks to each representative, followed by the inevitable request that that representative seek appropriations funding that would benefit MZM," said U.S. Attorney Kenneth L. Wainstein of the District of Columbia.

In 2003, Goode successfully supported a $3.6 million "earmark," or appropriation for a lawmaker's pet project, that went to MZM in Martinsville. Goode said in a statement last week he was "shocked and amazed" by "Mitch" Wade's plea agreement and hadn't known of illegal donations to his campaign.

Goode is a fucking taint, and I mean that literally. Harris, on the other hand can only dream of being the anatomical part of the body between the scrotum and the anus; she's what comes out of the anus.

I hope they rot in jail for the rest of their lives.
