Report: Mexican military carried out genocide plan
Document on the 'dirty war' abuses wasn't endorsed by Fox government

By GINGER THOMPSON
New York Times

MEXICO CITY - A secret report prepared by a special prosecutor's office says that the Mexican military carried out a "genocide plan" of kidnapping, torturing and killing hundreds of suspected subversives in the southern state of Guerrero during the so-called dirty war, from the late 1960s to the early '80s.

The report, which was not endorsed by the government of President Vicente Fox but was leaked by its authors last week, says that the plan was ordered by President Luis Echeverria in 1970, and designed by the former minister of Defense, Hermenegildo Cuenca Diaz.

It is based partly on declassified documents from the Mexican military and for the first time provided names of military officers and units involved in destroying entire villages that the government suspected of serving as base camps for the rebel leader Lucio Cabañas.

In those towns, soldiers rounded up all the men and boys, executed some on the spot and detained others, and then used violence, including rape, to drive the rest of the people away, the report says. Most of those detained suffered severe torture at military installations.

2. At least the report was leaked!
Fox trying to squelch the report. I bet he is worried how this will affect the election this July.

3. Their justification was because they were pursuing a fugitive?
There's got to be more to this!

18. The same has happened in Afghanistan and
Iraq in the pursuit of the fugitive Bin Laden and WMDs. Thousands have been exterminated by the US military with a sideline of torture.

20. Lies. the police killed two people at a protest, then blamed it on Lucio
Edited on Mon Feb-27-06 02:30 PM by anotherdrew
a school teacher who dared to organize the "little people". They were trying to kill him but the crowds helped him escape. So they blamed him for their own murders and off things went...
every one of the thugs and criminals and presidents and mayors and police and military responsible for this should be rounded up and shown the justice of the grave, evil pieces of shit killing good men and women for nothing. Screw these animals fascist monsters.

6. My first thought, too.
saigon68, did you catch Roxanne Dunbar Ortiz on BookTV this weekend? She laid out how the Contra War guys have exported their program to the War on Terra. I worked for her briefly in the 80s. It's worth seeing -- archived at CSPAN

5. Fox has worked against Echeverria's prosecution
Edited on Mon Feb-27-06 01:04 PM by phusion
The PRI and the PAN are in bed with each other, two sides of the same coin. It's ok, though, Fox is on his way out in July as long as the elections are fair and legit. Hopefully AMLO will bring some closure to this horrible bit of history.

10. I thought that I detected some similarities. Thanks for the info. I hope
that any attempts at election fraud get rained on like the burning ballots in Haiti.

13. Another example of the danger in keeping Birth Certificates secret.
Genocide is much easier if you cannot prove the person killed was really there. It would be helpful for killing hundreds without family connections and few close friends.

14. K&R. Another example of what happens when citizens are not the ...
... government, but are merely victims of those who govern.

23. Genocide. The 20th century has been poisoned with it. At least
we can see to it that the secrecy protecting the mass-murders and denying the truth is swept away at last.

24. This was allegedly planned by the Nixon Regime and the CIA,
overwhelmingly supported by Republicans and Demohawks, as were the Pinochet horrors in Chile etc.: in the war against Communism, literally anything was okay -- including fat paychecks to the Nazi war criminals the U.S. hired to teach anti-Communist dictators the techniques of oppression.

The better informed U.S. Leftists knew at least generally of these atrocities, thanks largely to the alternative press, especially The Village Voice, but there was scarcely a peep from the mainstream press about Nixon's gleeful sadism, and with a few very rare exceptions (e.g., George McGovern) not a word of protest from U.S. politicians either.

29. Sad stuff
Amnesty International has been trying to stop this stuuf, but unfortunatly since I am a part of a highschool chapter, we are not allowed to write our government, the US should be doing something about it.
