(Arizona) English learning plan rejected
A federal judge on Wednesday rejected the legislative plan to provide more funds for English learners, finding the financing insufficient and some provisions outright illegal.

U.S. District Court Judge Raner Collins said the plan to boost funding by $77 a year to $432 for each of the 160,000 students classified as English learners was not based on what it costs for the state to comply with federal laws to ensure that all students learn English. In fact, he said, that amount is $18 less than an 18-year-old cost study.

The law does permit schools to seek additional dollars if they can show that their approved teaching methods require more. But Collins said the Legislature broke the law by requiring that these schools first use some federal aid and cash for other programs.

Looks like Janet was right and the AZGOP was wrong yet again. The AZGOP, who have controlled the state legislature for as long as I can remember, has had 14 years to fix this issue. The fact that they haven't is clear and convincing evidence that they are totally and completely incompetent.
