ABC: Top CIA Official Under Investigation (Poker/Prostitutes Parties)

A stunning investigation of bribery and corruption in Congress has spread to the CIA, ABC News has learned.

The CIA inspector general has opened an investigation into the spy agency's executive director, Kyle "Dusty" Foggo, and his connections to two defense contractors accused of bribing a member of Congress and Pentagon officials.

The CIA released an official statement on the matter to ABC News, saying: "It is standard practice for CIA's Office of Inspector General -- an aggressive, independent watchdog -- to look into assertions that mention agency officers. That should in no way be seen as lending credibility to any allegation.

"Mr. Foggo has overseen many contracts in his decades of public service. He reaffirms that they were properly awarded and administered."

The CIA said Foggo, the No. 3 official at the CIA, would have no further comment. He will remain in his post at the CIA during the investigation, according to officials.

Two former CIA officials told ABC News that Foggo oversaw contracts involving at least one of the companies accused of paying bribes to Congressman Randall "Duke" Cunningham. The story was first reported by Newsweek magazine.

5. So long as "Pork 'er" Goss is running the show, how can this be an
unbiased effort??? Independent watchdog, my ass. Porker writes the guy's performance evaluation, Porker can fire the guy. That clown under investigation was promoted way above his skillset, by none other than PORKY.

I think we need someone who is really nonpartisan looking into this business. I hope the IG has a strong constitution, and a respect for rule of law, otherwise.

CIA Director Porter Goss, appointed by Bush, said it's my way or the highway, and "my way" is unequivocal support for Lord W. A lot of career operatives have quit under this ideological assault (fit the intelligence to the policy, not the facts). What a wretched mess. We need quality intelligence, solid spy info, not these incompetent greedheads.

Federal prosecutors are investigating whether two contractors implicated in the bribery of former Rep. Randall "Duke" Cunningham supplied him with prostitutes and free use of a limousine and hotel suites, pursuing evidence that could broaden their long-running inquiry.

Besides scrutinizing the prostitution scheme for evidence that might implicate contractor Brent Wilkes, investigators are focusing on whether any other members of Congress, or their staffs, may also have used the same free services, though it isn't clear whether investigators have turned up anything to implicate others.
In recent weeks, Federal Bureau of Investigation agents have fanned out across Washington, interviewing women from escort services, potential witnesses and others who may have been involved in the arrangement. In an interview, the assistant general manager of the Watergate Hotel confirmed that federal investigators had requested, and been given, records relating to the investigation and rooms in the hotel. But he declined to disclose what the records show. A spokeswoman for Starwood Inc., Westin's parent company, said she wasn't immediately able to get information on whether the Westin Grand had been contacted by investigators.

Mr. Cunningham, a Republican from San Diego, was sentenced March 3 to more than eight years in federal prison after he admitted taking $2.4 million in bribes. The bribes were taken in exchange for helping executives obtain large contracts with the Defense Department and other federal agencies. Mr. Cunningham, who resigned from Congress in November, pleaded guilty to two criminal counts, one of tax evasion and one of conspiracy.

In documents filed in federal court in San Diego, prosecutors listed four "co-conspirators" in the bribing of Mr. Cunningham. The two who allegedly played the biggest role, listed as co-conspirators No. 1 and No. 2, have been confirmed by Justice Department officials and defense lawyers to be Mr. Wilkes and Mitchell Wade, the founder and former head of MZM Inc., a software and computer-services firm that Mr. Cunningham helped to gain federal contracts.

13. I just heard about it this morning. I asked DU'ers in G.D. about it. Some
DU'ers have already heard about this, and posted some great links.

An important point to note is that the limosine service bringing the companions to the hospitality suite enjoyed a contract for $21,000,000, was operated by a felon, was paid out of the budget from Homeland Security.

17. K&R (highly) Look at CannonFire from 12/05 - Outlined the whole mess.

Joseph Cannon at CANNONFIRE blog did a ground breaking article in Wilkes putting together all the pieces. This came out in December and was used as the map for subsequent scandal eruptions. Well this is one big erruption. GREAT POST. Check out the blog, it's cutting edge. On another note, if I were Porter Goss and I'd placed Mr. Foggo as #3 in the agency, I'd be worried. This may be a shot across the bow from the sane faction of "management" (you know "them";)

"The good news is that reporters working for the mainstream media have caught on -- in part. They understand that Randy "Duke" Cunningham is hardly the only Republican politician to receive economic "assistance" from Brent Wilkes, head of the Poway-based "defense" firm ADCS -- a.k.a. the Wilkes Corporation, a.k.a. Group W Advisors, a.k.a. lots of other names.

But they still treat this company as though it were something real. Not a single mainstream reporter has scrutinized those web sites and reported on the obvious signs of fakery.

No reporters -- and, for that matter, no procurement officers at the Pentagon -- bothered to do any checking at the patent office. If they had, they would have found that there are no patents covering the "proprietary" designs and innovative equipment advertised by the many ADCS subsidiary firms.

The truth: Wilkes was a mechanism by which public funds earmarked for national defense were funneled to G.O.P. candidates and causes.
