WASHINGTON (CNN) -- The United States will provide $10 million in new medical assistance to Palestinians, State Department officials said Tuesday.

The $10 million will come from money the United States took back from the Palestinians after Hamas, which the U.S. considers a terrorist organization, won Palestinians elections this year.

A senior State Department official said the money includes $4 million in medicine and medical equipment for clinics run by nongovernmental organizations, which could start to be delivered as early as Wednesday. The remaining $6 million will be delivered through UNICEF, the U.N. children's fund.

Secretary of State Condoleezza Rice was expected to announce the program Tuesday after meeting with representatives of Russia, the European Union and U.N. Secretary-General Kofi Annan.

"This is confusing! What is a 'Donut Hole'"?

"I get a better deal than this at COSTCO... Death to America!"

The finding has been borne out in a handful of surveys around the nation by program critics. For instance, a review by the Senior Action Network, a grass-roots advocacy group in San Francisco, found that Costco's prices on the top 100 drugs used by Medicare beat prices of all 48 plans in California in more than half the cases.

"Seniors still ask, 'How come the drugs cost more with insurance than if I just go to Costco and buy them?' " said David Grant, the network's health policy director. " 'Why is it better to pay more and get less?' "

2. Why? The answer is simple:
Insurance executives need the extra money for their private jets and yachts. If you buy your meds at Costco, they might have to work for a living.
