U.S. Promises Open, Fair Bidding for Iraq Contracts

ARLINGTON, Va. (Reuters) - The U.S. government pledged on Wednesday open and fair competition for at least 25 new Iraq (news - web sites) contracts worth up to $18.7 billion, and said bidding would be open to companies from the United States, Iraq and from countries that participated in the war effort.


More than 1,000 prospective bidders crammed into a Pentagon (news - web sites)-run conference, anxious to get information about the lucrative contracts which will range from repairing electrical grids and public works projects to building police stations and prisons.


Retired Admiral David Nash, who is heading a new Baghdad-based office called the Program Management Office, promised full transparency in the contracting process.


"We will have maximum transparency from the beginning to the end," Nash told the conference.

3. will they prosecute price gouging and war profiteering?
I saw a Doonesbury comic strip today that said the $47Billion Iraq funding resolution removed any threat of penalties for price gougers.

open bidding, fair bidding, then Haliburton gets the contract. Right. There's transparency, all right, but it's their greed that's showing.
