Rove's speech was the keynote address at the Lake County Republican Federation's annual spring gala. The speech was attended by many state GOP leaders and candidates including Republican gubernatorial nominee Judy Baar Topinka, Jim Oberweis, who ran for governor in the Republican primary, and former Republican Lt. Gov. Corinne Wood.
Rove has been credited by Republicans for being the political architect behind President George W. Bush's presidential victories in 2000 and 2004. More recently, Rove has come under scrutiny from U.S. Attorney General Patrick Fitzgerald's Office in an ongoing federal investigation into the leak of covert CIA agent Valerie Plame's name to the press. Rove made no mention of the leak case during the speech and did not grant interviews.
During the speech, Rove defended the president's decision to go to war with Iraq, despite growing public skepticism and a rising death toll of U.S. troops.

At home, Rove said the president's tax cuts have spurred the economy and created significant job growth and he pledged even more tax cuts to come. "We're putting the death tax on the road to extinction," he said.
