Authorities also seized copies of Umuseso at the border after the newspapers arrived from neighboring Uganda, where the weekly is printed.
Editor Robert Sebufirira, Deputy Editor McDowell Kalisa and reporter Charles Kabonero are charged with publishing false information and violating the law against encouraging sectarian divisions, said Damas Gatare, the police spokesman.
Promoting divisions is a serious charge in Rwanda, scene of the 1994 genocide in which more than 500,000 people, mainly minority Tutsis, were killed. The 100-day slaughter was spurred by the extremist government of the Hutu majority then in power.
