WASHINGTON, July 19 (Reuters) - The White House outlined a plan on Wednesday to try foreign terrorism suspects that lawmakers said would combine the military commissions the U.S. Supreme Court declared illegal with provisions to increase suspects' legal rights.
White House national security adviser Stephen Hadley and Attorney General Alberto Gonzales met at the Capitol with top Senate Republicans, hoping to push a bill through Congress this fall to meet the court's demands for fair trials for suspects held at the U.S. naval facility at Guantanamo Bay, Cuba.
Senators said the White House would send language for a bill in the next week or two and that it would not press Congress to simply ratify the military commissions President George W. Bush established after the Sept. 11 attacks.
But Republican Sens. John McCain of Arizona and Lindsey Graham of South Carolina, who want to base the new rules on the military code of justice that would significantly expand detainees' rights, dodged questions on whether they were satisfied with the White House approach.
"We'll be having more discussions," McCain said.
