Iraq province strikes peace deal
IRAQI provincial authorities in the Shiite holy city of Karbala said they had reached a peace deal with a dissident cleric overnight to end three days of clashes with his militiamen.

It said an investigation would be launched into the arrests of more than 200 of Hasani's militiamen and "those who are not guilty will be released".

The governor's office said that in return the cleric had been called on to break links with people "targeting government buildings".

"Nobody is allowed to carry arms openly in the city," it said.

1. One could say a "real" govt wouldn't negotiate at all.
You know, like Waco stuff. Just wipe the floor with them and move on.

A government having to negotiate in this situation is a weak one.

7. Shia on Shia militia violence is almost as big a killer

as Sunni on Shia militia violence. The morgues in Basra and other southern cities are always full of militiamen who are dying everyday.
