Commission delivers confidential report to British and Irish Govts

Both governments would not comment on its contents before Wednesday. It is expected to conclude that the IRA is broadly observing its commitment to avoid violence.
An expert panel delivered a confidential report Monday to the British and Irish governments reporting on the activities of the Irish Republican Army, a central issue in the Northern Ireland peace process.

Both governments said they expected to publish the latest report from the Independent Monitoring Commission on Wednesday, and would not comment on its contents before then.

The four-man panel, which was formed three years ago primarily to monitor the IRA and other outlawed groups in Northern Ireland, was expected to conclude that the IRA was broadly observing its July 2005 commitment to avoid violence and other threatening activities.

In a related development, Irish Foreign Minister Dermot Ahern traveled Monday to Belfast for a round of talks with Northern Ireland's rival British Protestant and Irish Catholic political parties.

Britain and Ireland have scheduled a Northern Ireland negotiating summit next week in Scotland in advance of what they hope will be a deal to revive a Catholic-Protestant administration for the British territory.

Power-sharing has been on hold since October 2002 because of Protestant hostility to cooperating with Sinn Fein, the IRA-linked party that represents most of the north's Catholics.
