Former CIA Chief Told 9/11 Commission of Disputed Meeting

Tuesday, October 3, 2006; A03

Former CIA director George Tenet told the 9/11 Commission that he had warned of an imminent threat from al-Qaeda in a July 2001 meeting with Condoleezza Rice, adding that he believed Rice took the warning seriously, according to a transcript of the interview and the recollection of a commissioner who was there.

Tenet's statements to the commission in January 2004 confirm the outlines of an event in a new book by Washington Post Assistant Managing Editor Bob Woodward that has been disputed by some Bush administration officials. But the testimony also is at odds with Woodward's depiction of Tenet and former CIA counterterrorism chief J. Cofer Black as being frustrated that "they were not getting through to Rice" after the July 10, 2001, meeting.

Rice angrily rejected those assertions yesterday, saying that it was "incomprehensible" that she would have ignored such explicit intelligence from senior CIA officials and that she received no warning at the meeting of an attack within the United States.

Linguistics is basically my profession (I'm a translator) so I'm constantly boiling down statements.. not that I didn't do it before but, that's what makes me well suited to my trade.

And believe me, watching Rice, Bush etc. is profoundly saddening for many reasons besides their politics...

28. I'm not a linguist but...
...after the 2004 election I was on my knees in front of the toilet dry-heaving, not just because Bush got back in (I can't bring myself to say that he won) but because I dreaded listening to four more years of this crap. The idea of it literally made me sick.

That's the Trillion Dollar+ question. She either did or didn't. I suspect that she didn't ignore it, but got stovepiped by her hus...POTUS. For taking one for the crime team of Bush, Cheney, and Rumsfield, she got Sec of State (and Tennent got a medal).

But why did they ignore? Because they were busy planning their Iraqi War. All they needed was a justification to get troops into the ME. They got it on 9/11.

Did Richard Clarke know something specific? Not according to his book. No one knew specifically what and how and when and where something was going to be hit.

"Imminent threat" tells you what?

Except for a few tantalizing snippets.....but it's pretty obvious that something was going on and the chatter was getting pretty loud by the end of summer.

What was Bush doing? Vacationing. I think Cheney was, too. Well, that was the cover anyway. They went out of their way not to raise the threat level. Nothing was conveyed to airlines or the American people...I think such an announcement would have pulled all the media focus onto what they were doing about the threat. Since they had other priorities (a hostile acquisition of Iraqi Petroleum was in the heavy planning stages) they probably didn't want the distraction and a hijacking event would be a perfect excuse to invade Afghanistan (the plan was on Bush's desk awaiting his signature on 9/10). So they may have thought they knew what the plan was and they weren't too anxious to stop it before it could be used as a basis to get their PNAC plan underway.

22. Yes, there was a lot of chatter, etc
but we didn't know if they were going top hit five embassies in Europe or, or or. We really didn't know. And I think Tenet,Richard Clarke, etal would have already told us if they had specific intel on the method, when, etc questions. There were no "threat levels" system in effect back then as I recall.

I have heard or read of no info that Bush was planning to invade Afghanistan before the hijackings. DO you have a link for that.

Vacation? That idiot wouldn't give up his vacation for ANYTHING.

But the real point is I don't know how you stop something if you don't know what to stop (because you literally don't know what is going to happen). Aren't you giving them too much credit? If Richard Clarke didn't know what was going to happen, how would Rice or Bush know?

The plan to go into Iraq was a done deal. But how would they have done this without a galvanizing event? Just another timing coincidence? I don't know and the 9/11 Commission wasn't particularly interested in delving into these details.

I suspect he's been in politics too long to play even most of his cards at one sitting.

The dark underbelly of our "intelligence" agencies and the roles they have been assigned going back to at least the '50's is bad enough. Renditions and assassinations (and multiple failed attempts) are not new by any means. But it is extra bitter and pathetic to have agencies like the CIA and Secret Service become so politically-charged as to seem White House wait-servants.

Lest we forget that Ashcroft took the information seriously enough to start flying around in private planes.

Just don't ask her what ELSE the fuck they did to secure and protect regular Americans. Because the answer is nothing. Bush played cowboy on his ranch for the next month burning brush and riding bicyle's. Nobody in the oil-industry -- errrr, administration -- spent any acceptable amount of time doing anything about counter-terrorism measures. They know it, and we know it. Hopefully the rest of the country will know it soon too because these jerks deserve to be exposed and the sooner the better.

Ashcroft said in an interview yesterday that he was never briefed by Tenet or Black about an imminent domestic threat.

July 2001 was the same month that Ashcroft was told to stop flying commercial aircraft. That fucker was briefed.

MR. SNOW: You're talking about the PDB that was discussed ad nauseam before the 9/11 Commission and had a general characterization as some of the things bin Laden may do. It is something that the administration obviously pays attention to.

Let me make a simple point, April, which is that administrations -- and I've said this about the prior administration -- if somebody presents you with a compelling piece of evidence that says American lives are going to be at risk, you don't sit around and say, oh, it's inconvenient, I'm going to ignore it.

Condi Rice, I think, was pretty vociferous on that point yesterday. And it's grossly irresponsible to assume that anybody in a position of power and a position of responsibility is going to look askance at such things. As you know, you can go back and look at the PDB, and it is something that talked in general terms about something that may happen.

Q Tony, I'm sorry, this is not general. It says, "Nevertheless, FBI information since that time indicates patterns of suspicious activity in this country consistent with preparations for hijackings or other types of attacks, including recent surveillance of federal buildings in New York." Is that --

MR. SNOW: Understood.

Q -- just vague?

MR. SNOW: No. But it also does not say that people -- if you recall, April, before September 11, 2001, when somebody mentioned hijackings it meant taking a plane, taking it to another place and trying to hold up people for ransom. It did not mean flying an airliner into a building and killing 3,000 people.

I am not going to sit up here and tell you everything this administration or prior administrations may or may not have done. But the second-guessing game gets a little bit silly when, once again -- and what I'd have you do is go back and read through all the 9/11 Commission stuff, because a lot of people are trying to grandstand, rather than realize that people --

Q But, Tony, it's not silly when you're talking about people's lives, thousands of lives were lost --

MR. SNOW: Absolutely.

Q -- and it was a month before, there was a lot of chatter leading up to 9/11. And some people want to know why was it not placed as a high priority to move -- to make a movement so that even if it was vague, as far as hijackings, you could have at least been looking at the airports in some kind of way, or the Transportation Administration could have been doing something in relation to this possible hijacking.

MR. SNOW: I appreciate the second-guessing. The fact is that this administration realizes that the preparations this country had made before September 11th were inadequate. It happened. And it happened as a result of people who were trying their best to secure the country having not been apprised of all the facts -- in the Clinton years, and in the Bush years, and in years before. This is not a threat that simply materialized a month before September 11th.

As a matter of fact, the videotape that came out the other day had bin Laden and his guys -- Mohammed Atta and others -- posing for the cameras in the year 2000, before the election of George W. Bush. And the 9/11 Commission, itself, says that the attacks were years in planning.

Please, feel free to second guess. Everybody feels horrible about September 11th, but the other thing that's important is to understand in the wake of September 11th we learned to take the terror threat with utmost seriousness and we need to continue to do so today.

Q But, Tony -- and this is my last question -- I understand you keep talking about the Clinton administration, but let's talk about August 6, 2001, this administration, this PDB. Let's talk about why it was not placed at a high level. Why not?

MR. SNOW: It's a presidential decision brief, for heaven's sake, it goes before the President. What higher level do you have? Members of Congress --

Q Well, why wasn't it acted upon?

MR. SNOW: Precisely what piece of actionable intelligence is there?

Q Department of Transportation, you could have gone the gambit, CIA, FBI, you've could have done a little bit more.

MR. SNOW: Okay. Again, thank you for the second-guessing.

Q I just want to follow up. My question -- mine's not second-guessing of September 11th, it's about the 9/11 Commission. Now you have commissioners outraged, they say that they didn't know about this meeting. You're saying that the meeting did take place --

MR. SNOW: The meeting did take place.

Q -- but it's out of context in the book?

MR. SNOW: Yes. And I will --

Q And is there a reason why, I guess, the 9/11 Commission didn't know about the meeting? That's the bottom-line question.

MR. SNOW: The answer is, I don't know. And people are taking a look at all the documents to find out what was reported and what was not to the 9/11 Commission. As a matter of fact, there's a trip to the Archives right now to try to sort through all that.

Q If there were other meetings, will you let us know about those, if they didn't get to the 9/11 Commission as well?

MR. SNOW: "Other meetings" regarding what? The fact is that this is a meeting, as I've just told you, was mischaracterized, at least in the opinion of people who attended it. Therefore, they are not likely to be able to come up with other mischaracterized meetings. This is an administration that went to extraordinary lengths and went through two different commission hearings -- actually three different commissions that have been involved in the matter of global terror, and will continue to do so.

And we would also encourage people to look forward, as well as back, because right now there seems to be a lot of attention to going back and looking at old meetings that began after January 20, 2001, and to realize, as the President has been stressing, is that there is an ongoing terrorist threat, and we need to take it seriously. It is not something that has gone away, and the President remains committed to it.

33. Stack one more piece of evidence in the LIHOP column.
Rice's foreknowledge of the coming attack and inaction lend credence to the theory that 9/11 was LIHOP. People will moan about "tinfoil hatter," and the like, but the evidence is really starting to back up the LIHOP hypothesis.
