When asked whether the president would, as the legislation requires, publish executive orders describing his interpretation of the Geneva Conventions, Snow said the legislation doesn’t require such publication but only authorizes it. The White House view, in other words, is that under the legislation the president can feel free to explain himself but needn’t do so unless he wants to.
