Gunmen in Iraq's Ramadi announce Sunni emirate

BAGHDAD, Oct 18 (Reuters) - Dozens of al Qaeda-linked gunmen took to the streets of Ramadi on Wednesday in a show of force to announce the city was joining an Islamic state comprising Iraq's mostly Sunni Arab provinces, Islamists and witnesses said.

Witnesses in Ramadi, the capital of western Anbar province, said gunmen dressed in white marched through the city as mosque loudspeakers broadcast the statement by the Mujahideen Shura Council, a Sunni militant group led by al Qaeda in Iraq.

"We are from Mujahideen Shura Council and our Amir (Prince) is Abu Omar al-Baghdadi. God willing we will set the law of Sharia here and we will fight the Americans," said a man who identified himself as Abu Harith, a Mujahideen field leader.

"We have announced the Islamic state. Ramadi is part of it. Our state will comprise all the Sunni provinces of Iraq," he told Reuters in a telephone interview.

WHITE HOUSE (AP) - The White House says winning in Iraq comes at a cost.

His spokesman says President Bush grieves over an exceptionally deadly time for U.S. troops in Iraq. But the report of ten American deaths in a day won't make him reconsider his plans.

Spokesman Tony Snow says Bush's "strategy is to win" and "that comes at a cost."

Snow also insists the "men and women who have risked their lives" in Iraq "do believe in the mission." ......

Burns: President keeping war plan quiet ("Shhh, its a secret!")

HELENA, Mont. - Sen. Conrad Burns says he believes President Bush has a plan to win the war in Iraq but is keeping it quiet, a statement Democrats pounced on Wednesday as reminiscent of comments made during another divisive war.

Burns, at a debate Tuesday night with Democratic challenger Jon Tester, said he believes Bush has a plan to win — but added: "we're not going to tell you what our plan is."

Burns, who has said repeatedly the country must stay in Iraq as long as it takes to win the war, also seemed to suggest a new path may be needed in Iraq. He pointed to fellow Republican Sen. John Warner of Virginia, who has recently called for a new strategy in Iraq.

Democrats likened Burns' comments to statements by President Nixon that led to news reports that he had a "secret plan" to end or win the war in Vietnam. Like Nixon, Burns never used the word "secret" but made it clear it wasn't in the president's or the country's interest to discuss any plans he has for winning the war.

Cheney: ‘General Overall Situation’ In Iraq Is Going ‘Remarkably Well’

Rush Limbaugh interviewed Vice President Cheney on his show today. At one point, Limbaugh asked Cheney to respond to growing frustration over U.S. efforts in Iraq.



Cheney acknowledged there is a “natural level of concern out there” because fighting didn’t end “instantaneously.” (Next month, the war will have lasted longer than U.S. fighting in World War II.) Cheney then pointed to various news items to paint a positive picture of conditions in Iraq and concluded, “If you look at the general overall situation, they’re doing remarkably well.”
