Ex-Illinois Governor Ryan Wins Bail While Appealing Conviction


"Nov. 29 (Bloomberg) -- George Ryan, the former Illinois governor convicted in April on public corruption charges, can remain free on bail while he pursues an appeal.
The Chicago-based U.S. 7th Circuit Court of Appeals yesterday granted Ryan's request. Ryan, 72, was to begin serving his 6 1/2-year sentence on Jan. 4.

The appellate court said if it affirms the conviction, ``the grant of bail pending appeal will end automatically,'' and Ryan will be jailed without any further proceedings. The appeal will be argued sometime next year.

Ryan, governor of Illinois from 1999 to 2003, was accused of trading state contracts for Caribbean trips, gifts and cash. He served as Illinois secretary of state from 1990 to 1998. The grand jury indictment covered offenses he committed in both posts. Ryan was convicted on April 17 of all 18 charges in the indictment. The trial in Chicago lasted six months. "

Ironically, commuted all death row sentences just before he left office.

However, his bribes hurt people. Here in Wisconsin, a young family was killed when their mini-van was hit by a trucker from Illinois driving with no license. A link existed between the non-licensed driver and his bribe scandal.

4. Absolutely outrageous. Ryan should be in jail while his appeal is
ongoing. Once again in Illinois, "it's not what you know, it's who you know".
