This is one of those subtle pieces of evidence.

who decide to lift it, but is preserved for those who want to maintain it. This is good news because it's some movement toward a progresive position, but because it was 13 votes for and 13 against and only 6 votes are needed for either a for or against to be accepted, both were accepted. This is a novel way to deal with a split. Both the ban and a lifting of the ban are acceptable paths, with each congregation choosing between which of the two positions it will follow.
