Successive terms for (Virginia) governor studied
Gov. Timothy M. Kaine and a Republican House leader hope to work out a deal to end Virginia's ban on allowing governors to succeed themselves.

Virginia is the only state that constitutionally forbids a governor to serve successive four-year terms.

Even if state voters approve a change, Kaine could not seek a consecutive term. A change would affect the new governor who takes office in 2010.

Kevin Hall, the governor's press secretary, yesterday confirmed discussions that would permit a two-term governor in return for the chief executive's giving up some powers to the GOP-controlled legislature on appointments to top state boards.

especially since we've had the good sense to elect Democrats twice in a row! Call it the Gilmore-Allen effect.

4. Way to be, Virginia Democrats!
I have an old friend who lives near Williamsburg. He's a hardcore Publican, ans says there is no possibility whatsoever that he would ever vote for a Democrat, no matter what. I had fun teasing him via email when Kaine was sworn in, and even more last month when the excellent Jim Webb came up with the final victory to give us control of the Senate. Heh heh.

6. Governor giving up appointments to state boards is wrong
regardless of party affiliation.

Depending on the makeup of the boards it shouldn't make any difference if the Governor keeps that power.

Rotating terms. 1/3 appointed for 2 or 4 year terms. Would have carry over from previous administration on the board yet able to appoint someone during current administration.

Mandatory party split with Governor appointing Democrat for Democrat position and Republican for Republican position if even number on board. With Governor able to appoint the odd one out with party of their choice.

Governor able to appoint set number to a board while Legislative body able to appoint set number usually fewer than Governor to a board.
