AP: Marines Fail to Get Gear to Troops

WASHINGTON (AP) -- The system for delivering badly needed gear to Marines in Iraq has failed to meet a large number of urgent calls for equipment submitted by troops in the field, according to an internal document obtained by The Associated Press.

Of more than 100 requests for critically needed items submitted by deployed Marine units between February 2006 and February 2007, less than 10 percent have been met, the document states. It blamed excessive bureaucracy and a ''risk-averse'' approach by acquisition authorities.

''Process worship cripples operating forces,'' according to the document. ''Civilian middle management lacks technical and operational currency.''

Process worship cripples operating forces

Let me just say, from the perspective of a 7-year veteran of the Marine Corps, those are golden words. Process is critical for training and then must be essentially jettisoned. It's like learning counterpoint when you're a young composer: first you learn all the very strict rules so that when the time comes, you'll know which ones to break.

Supply in war is beyond crucial; it's everything. Why were Alexander and Napoleon geniuses? Not for going to this flank or that flank but for being able to move, feed, and equip thousands of men so that they could then go to this or that flank. It's easy to watch a set of red and blue arrows move on the History Channel but it takes creativity, drive, and frankly genius to actually accomplish those evolutions.
