365Gay(San Jose, Costa Rica) A bill that to allow same-sex couples to form civil unions has been introduced in the Costa Rican Congress.
The measure was put forward by the opposition Citizens Action Party. How far it will advance in the Catholic country is unknown.

The governing National Liberation Party has said it will oppose the measure in committee and vote against it if it comes to a vote on the Assembly floor.
LGBT civil rights leaders accused the government of systemic persecution of gays.
"Gays, lesbians, bisexuals and transgenders already enjoy all the duties but not all of the rights of citizenship ... The country has a system of homophobia that is almost institutionalized," gay activist Abelardo Araya told reporters at a news conference.

The article is not 100% accurate because the bill is co-sponsored by members of 4 different political parties (all opposition parties), and although it is unclear whether it can gain track, the fact that it has widespread support among some opposition lawmakers on all parts of the politcal spectrum gives it a slightly higher chance.
