U.S. to Begin New Approach on Foreign Aid

WASHINGTON - A revolution in U.S. foreign aid, rewarding countries for how they govern, is finally ready to get under way, almost two years after first promised by the Bush administration.

The program will favor countries whose governments are judged to be just rulers, welcoming hosts for foreign investment and promoters of projects to meet their people's basic health and education needs.

Corrupt police states need not apply.

Administration officials expect this year to inaugurate President Bush's plan, known as the Millennium Challenge Account, which he outlined in March 2002.

2. I could tend to agree with Lantos on this policy.
I'm tired of my tax dollars going to corrupt dictators. The republicans are good at giving our money away to them. If *stupid follows through with this it will be the second thing I have agreed with him on in this nightmare called his pResidency.

9. Your tax dollars are used to INSTALL corrupt dictators..
I wish I could avoid being cynical about this, but there is no way that Bush will stop sending money to Colombia's Uribe etc. It's a joke for him to suggest otherwise.

Horrible human rights record. Some say Karimov is as bad as Saddam. See the quote below from Amnesty International's 2003 report. What do we do? We TRIPLED foreign aid to Uzbekistan to $500 million last year. Why? We want to maintain military bases in the country.

Several thousand political prisoners remained in jail and the crack-down on political and religious dissent continued, increasingly extended to include women. Unfair trials, torture and ill-treatment were routinely associated with these cases. The Special Rapporteur on torture concluded that torture was "systematic" in Uzbekistan after a visit to the country. Freedom of expression continued to be stifled as newspaper editors reportedly inherited censorship functions from the press censor's office.
