Libya's government has embarked upon an initiative that could help defense and aerospace companies fulfill investment obligations enabling them to secure multi-billion dollar deals in the country. The government's Technical Studies Research Centre is set to develop a research institute in which defence and aerospace manufacturers can invest.

Earlier this year it was reported that France had entered into a secret defense cooperation agreement covering the sale of military hardware and the provision of training for Libyan special forces.

Selling military equipment to a state that has and still is financing terrorism against the US and many other nations sounds like a really good plan to me.
Funny also, how they call the ruthless Libyan regime: 'government'. So, what kind of government was it that Saddam Hussein had during his term?

1. It is a government. It is recognized by the UN as such.

The large majority of countries recognize the Libyan state and its government. One of the few brighter spots in recent years is the improvement of US-Libyan relations.
