Defense, Homeland Security can’t pass audits

Ten years after Congress ordered federal agencies to have outside auditors review their books, neither the Defense Department nor the newer Department of Homeland Security has met even basic accounting requirements, leaving them vulnerable to waste, fraud and abuse.

An Associated Press review shows that the two departments’ financial records are so disorganized and inconsistent that they have repeatedly earned “disclaimer” opinions, meaning that they simply cannot be fully audited.

“It means we really can’t put any faith in the numbers they use,” said Ross Rubenstein, who teaches public administration at Syracuse University’s Maxwell School.

This is insane! THe government goes after Tyco and Enron yet they cannot even begin to manage their own business. So much for the fiscal conservatives.

All the "fiscal responsbility" advocates suddenly are struck dumb when it's anything to do with police, prisons, defense, or the "security" apparatus.

3. Sort of explains how 463 tons of shrink wrapped hundred dollar bills could just up and disappear.
Over nine Billion dollars with a B that was loaded on four C-5 huge Cargo Jets of shrink wrapped hundred dollar bills, loaded on pallets and came to 463 tons was sent off to Baghdad and then just disappeared. Bremer said he gave it to the Iraqis but there are no records. Why would we send US currency over there when they were trying to initiate their own new currency. IMO this was the greatest Cash Heist in American history and no one is even raising an eyebrow over it..I would say the great portion of that money is in some Swiss bank account right now and being fed back into the Republican campaign coffers.

Hello, IRS and bankruptcy.

I know what happened to me when I ran my business off-the-books for ten years.

Dang, I wish that I would have had that "disclaimer" option.
