Putin in Iran against military action in Caspian

TEHRAN (Reuters) - Russian President Vladimir
Putin said in Tehran on Tuesday no Caspian Sea
state should let its soil be used to attack a
fellow coastal state, in an apparent response
to talk in the West about military strikes
on Iran.

Putin's visit to attend a summit of five state
surrounding the Caspian Sea, including Iran, has
been closely watched because of Russia's role as
a mediator in the standoff with six world powers.

"We should not even think of making use of force
in this region," Putin told a summit of the five
Caspian Sea countries held in Iran, which is
defying Western pressure to halt its sensitive
nuclear program.

His comments on use of territory appear directed
towards close U.S. allies, Azerbaijan which
borders the Caspian and near neighbor Turkey.

Ilgar Mammadov, an independent Baku-based analyst, drew attention to the fact that Hayden's visit occurred shortly before the scheduled start of a trial of a pro-Iranian extremist group charged with trying to create a Shar’ia-based religious state in Azerbaijan.

A preliminary hearing for the government’s case against the 15-member group, named after its leader, Said Dadashbeyli, took place at the end of September in Baku, the Turan news agency reported on October 1. Group members are also charged with high treason, illegal arms possession, illegal contact with foreign intelligence services, robbery and other crimes.........

The Ministry of National Security alleges that Dadashbeyli, an Azerbaijani citizen, worked with radical Islamic organizations – as yet not publicly named – and Iranian intelligence agents to set up a state with Shar’ia laws. A military group, dubbed the Northern Army of Mehdi, was allegedly formed by several of the defendants, prosecutors allege. Prosecutors also claim that one of the group’s members, Jeihun Aliyev, traveled to the Iranian holy city of Qom, where he was offered money by Iranian agents. The money was to be used to mount a propaganda campaign designed to undermine Western and Israeli influence in Azerbaijan.

According to the investigation, group members received training in Iran. In Baku, they carried out physical training routines at the Interior Ministry’s Dinamo sports center and held religious discussions at the Karabakh War Invalids Society, according to media reports. Mob-related contract “hit jobs” were allegedly carried out by Dadashbeyli to raise money for the group’s activities, authorities allege. ........

TEHRAN, Oct 16 (Reuters) - Caspian Sea states
agreed in Tehran on Tuesday not to let a third
country use their soil for an attack on any of
them, an apparent response to speculation
Washington might resort to force in its nuclear
row with Iran.

The five states, including Russia, stressed that
"under no circumstances will they allow (the use
of their) territories by third countries to launch
aggression or other military action against any of
the member states," a summit declaration said.

In another excerpt that will please Iran, the
leaders said they acknowledged the rights of all
signatories to the nuclear Non-Proliferation
Treaty to develop peaceful atomic energy.

Iranian President Mahmoud Ahmadinejad described
the declaration at a news conference as "very
strong."

3. It is already too late
I have a Russian friend who is working on the Bushehr nuclear power plant. They are leaving the facility next week.

Russia is expecting the beginning of the bombing raids any minute now and are pulling their personnel out of Iran.
