Report: Pentagon Auditors Altered Files (Spent 47 days doctoring papers)
http://story.news.yahoo.com/news?tmpl=story&cid=542&ncid=716&e=8&u=/ap/20040110/ap_on_go_ca_st_pe/watchdog_fraud

WASHINGTON - Pentagon auditors spent 1,139 hours altering their own files in order to pass an internal review, say investigators who found that the accounting sleuths engaged in just the kind of wasteful activity they are supposed to expose.

When the auditors in the New York City office learned well in advance which files a review team would check, they spent the equivalent of more than 47 days doctoring the papers and updating records from several audits, the Defense Department's inspector general concluded. Administrative staff, audit supervisors and other employees also participated in the scheme.

The fabrication at the Defense Contract Audit Agency "certainly violates the spirit and intent" of government auditing standards and rules on ethical conduct, according to the inspector general's report obtained by The Associated Press.

The defense agency, which audits government contracts, is the same one that recently reported that Vice President Dick Cheney's former company, Halliburton, may have overcharged the Army as much as $61 million for gasoline in Iraq.

This is the agency that got on Hallibuton being taken out. A few days ago, DoD dismissed those accusations- said they'd been looked into and there was no prob, now this. God knows there's trouble everywhere but consider how WEIRD it is for the GOVT to find it.

8. Tell me if I'm wrong...
But isn't this harassment from higher up toward those who exposed Halliburton for overcharging?

9. Yes. The Defense Contract Audit Agency has been "Plamed."
I fear that you are correct. The bushistas have already proven that they'll dismantle every set of government checks and balances to keep their secrets safe, their hands in our pockets, and the yoke on our backs. Why should the DCAA be exempt from their machinations?

12. This doesn't even say when it happened.
Except for a couple of hints, we don't even know when these actions took place. According to the article, the DCAA used to know well in advance what would be reviewed, but the agency now gets only 48 hours notice. So this had to have happened before that rule changed. And, at the very end of the article, there is an indication that this may have taken place back in 2001.

And it hardly seems that this was a conspiracy. Too many people were involved and the paper trail was never hidden. My guess is that this has always been standard, albeit very corrupt, operating procedure.

So why is this coming out now? See post #8.
