It was the interview during the G8 meeting. I can't find the full transcript, but there is an excerpt:


Russia: Moscow Will 'Retaliate' For U.S. Missile Shield

In a June 1 interview with journalists from G8 countries, Putin showed no sign of backing down, saying Russia is being forced to take "retaliatory steps" for the U.S. missile-defense shield planned for deployment in Europe.


If the West is going to be aggressive with Russia, Putin made clear, then Russia is going to be aggressive with the West.

"If a new missile-defense system is deployed in Europe, then we need to warn you today that we will come with a response. We have to ensure our security, and we are not the initiators of this process," Putin said.

Putin's remarks -- a transcript of which has been published on the Kremlin website -- are the latest ultimatum in a mounting war of words with Washington over U.S. plans to base parts of a missile-defense shield in Poland and the Czech Republic.

He specifically said that he will not build a missile defense system nor begin another arms race, because that is a waste of money and there are easier ways without going into specifics, however he probably hinted at an economic retaliation like converting his reserves to Euros, Pounds and Yens because the US economy is failing and the Russian economy is booming with large surplusses...

And we are not the proponents of this process.

DER SPIEGEL: A short additional question: would you be prepared to consider the possibility of deploying a similar, Russian missile defence system somewhere near the United States, for example in Cuba?

VLADIMIR PUTIN: You know, I should have talked about this, but you brought it up before me. We are not planning any such thing and, as is well-known, we just recently dismantled our bases in Cuba. At the same time that the Americans are building new ones in Europe, in Romania and in Bulgaria. We dismantled them because after the fall of the Soviet Union our foreign policy changed a great deal because Russian society itself changed. We do not want a confrontation, we want cooperation. And we do not need bases close to anyone and we are not planning anything of the kind. That is the first thing.

KOMMERSANT: When I mentioned public opinion in Russia I was referring to the fact that, as I understand it, public opinion in Russia would be strongly opposed to a new arms race after the one the Soviet Union lost.

The United States are building a huge and costly missile defence system which will cost dozens and dozens of billions of dollars. We said: “no, we are not going to be pulled into this race. 11. Why? Because Poland will benefit economically.
It's just another military wet-dream/white elephant and a huge profit center for military contractors on our side, jobs, trade, infrastructure and economic improvement for the Poles. Even if the next administration cancels the project and pulls funding, much money has already changed hands and other deals made. It's win-win for Poland.

Putin knows it will never work (as our history of missile defense testing proves), so it's of little concern to him and he's said as much. Any other comments he's made on the subject are for Lil' Georgies benefit. "Neener, neener, neener."

If Jr. wants to resurrect the Cold War as a one-sided conflict and bizarre performance piece to the benefit of a poor country, far be it for ol' Vlad to stand in his way. He knows the Chimperor has no clothes.

WASHINGTON (Reuters) - The United States supports modernizing Poland's air defenses, a key Polish demand for hosting part of a planned missile defense system, U.S. Secretary of State Condoleezza Rice said on Friday.

The Bush administration wants to locate 10 interceptor missiles in Poland and a radar installation in Czech Republic under a $3.5 billion plan to defend Europe and the United States against a possible missile attack from Iran and other "rogue states."

Russia fiercely opposes the plan and has said it will take unspecified "tangible" measures if construction begins on the system's infrastructure -- prompting Poland to ask Washington for more security guarantees if it goes along.
