N E W Y O R K, Jan. 21 — President Bush delivered Tuesday’s State of the Union address amid strengthening consumer confidence: Public ratings of current economic conditions are their best in 21 months, and more Americans say the economy’s improving than think it’s getting worse.

Confidence is very sharply better than it was heading into Bush’s 2003 State of the Union speech. Most strikingly, 44 percent of Americans now say the economy’s in good shape, 20 points more than at this time last year. And a year ago just 19 percent said economic conditions were getting better; today, 34 percent say so.

The ABCNEWS/Money magazine Consumer Comfort Index, based on views of the current economy, buying climate and personal finances, now stands at -3 on its scale of +100 to -100. As Bush prepared to address the nation last year, it was a dismal -27.

The index — and the individual rating of the national economy — are their best since April 2002. The index is up from -7 last week and -11 last month; it’s now six points better than its 18-year average, and 16 points above its average last year.
