He cited the story of an American general, whom Levin said told him about a conversation he had with an Iraqi military or political leader.

"He said, 'Why is it the Americans are paying you people to physically clean up your cities, garbage and everything else?' The Iraqi guy says that, 'As long as you're willing to pay our people, why should we?' ...
