As the candidates fan out to nine states with primaries or caucuses in the next nine days — including crucial contests Tuesday in South Carolina, Missouri and Arizona — those needing a first win are trying to conserve dollars even as they seek more from donors.
The cash crunch appears particularly acute for Howard Dean, the former front-runner. He failed to win either the Iowa caucuses or the New Hampshire primary. Though his campaign said Thursday that it has raised $2.2 million since Iowa, it is taking stark steps to cut spending: Dean plans no TV spots before next Tuesday's voting in seven states where some of his competitors are advertising heavily. And his 500 paid staffers will not get paychecks for two weeks.
Also struggling is Sen. Joe Lieberman, who skipped Iowa and came in fifth in New Hampshire. He aired ads in two small states Thursday but has delayed paying 170 staffers.
