Palin Will Meet With Kissinger and Foreign Leaders

WASHINGTON — Gov. Sarah Palin will meet with former Secretary of State Henry A. Kissinger and President Álvaro Uribe of Colombia as the United Nations General Assembly opens on Tuesday, an aide to Senator John McCain’s presidential campaign said.

Ms. Palin is to meet on the same day with President Hamid Karzai of Afghanistan. She will also meet Wednesday with President Jalal Talabani of Iraq, President Asif Ali Zardari of Pakistan and President Mikheil Saakashvili of Georgia.

The sessions are part of an effort to demonstrate that Ms. Palin, Mr. McCain’s running mate, is prepared to operate in the arenas of foreign policy and national security despite criticism of her level of experience. Ms. Palin, who has been the governor of Alaska for less than two years, got her first passport last year.

The McCain campaign provided no details about the time or place of the meetings or the issues to be discussed.

But it is likely that Mr. Kissinger, a close outside adviser to Mr. McCain’s campaign, will give Ms. Palin a broad overview of international affairs, focusing particularly on Russia, China and the Middle East. Mr. Kissinger, who was national security adviser and secretary of state in the Nixon and Ford administrations, is regularly called on by Mr. McCain for advice on foreign affairs.

In meetings that will continue into tomorrow, she will meet leaders from many of the world's most sensitive regions. But according to the list put out by Reuters, there will be no western European leaders among her engagements. It has been confirmed that the British government has neither been approached by the Palin team, nor sought any contact.

The only British minister she could meet casually is Kim Howells, the junior Foreign Office minister, who will attend the Bush cocktail party.

She will meet the presidents of Afghanistan and Iraq, Hamid Karzai and Jalal Talabani, as well as the leader of the main US ally in Latin America, Alvaro Uribe of Colombia. The new Pakistani president, Asif Ali Zardari, is on the list, as is Indian prime minister Manmohan Singh.

There is no seat at the Palin table for China or notably Russia after the conflict in Georgia, though the presidents of Georgia, Mikheil Saakashvili, and Ukraine, Viktor Yushchenko, are included.

Peter Beinart, senior fellow of the Council on Foreign Relations in Washington, said the cast was unsurprising. "These are all leaders of countries considered friendly to the US. McCain is a more us-versus-them kind of guy than Obama, and you can see that reflected on the list."

The Alaska governor will also meet with former Secretary of State Henry Kissinger and U2 frontman Bono, who is known for his global humanitarian work.

The appearances with international leaders, taking place on the sidelines of the United Nation's General Assembly meetings, come as the campaign of Republican presidential nominee Sen. John McCain tries to convince voters that she's ready for the world stage.

"I think they want to show just as Obama did when he went to Germany and gave a speech in Berlin, that she is comfortable on the international scene, that she can hold her own in conversations with foreign leaders," said James Hoge, with the Council on Foreign Relations.

The Alaska Governor, who has been pilloried by Democrats who warn she is far too inexperienced in global affairs to serve a "heartbeat" away from the presidency, plans to get in some diplomatic cramming here.

On the sidelines of the United Nations General Assembly, she is expected on Tuesday to meet US anti-terror ally and Afghan President Hamid Karzai and Colombian President Alvaro Uribe.

The talks will offer Palin some diplomatic cover ahead of her debate with Democratic vice presidential nominee Senator Joseph Biden -- a noted foreign policy expert -- on October 2.

On Wednesday, the Alaska governor is expected to join Republican presidential candidate John McCain in meeting Ukrainian President Viktor Yushchenko and Georgian President Mikheil Saakashvili.

Plans by John McCain's presidential campaign to showcase running mate Sarah Palin's meetings with world leaders at the United Nations today got off to a rocky start. Reporters' access to Palin, who has yet to hold a news conference, has been limited by the campaign. But the protective blanket around the Alaska governor drew even tighter during a visit to New York to meet with foreign leaders and policy experts.

The campaign told print and wire service reporters that they would not have a representative in the pool of reporters accompanying Palin to her meetings with Afghan President Hamid Karzai, Colombian President Alvaro Uribe and former Secretary of State Henry A. Kissinger, a foreign policy advisor to McCain.

The pool of reporters, which was to include a television crew, was supposed to be in the room for a few moments -- just to capture the opening of Palin's meetings. But when the campaign announced that even the pool television producer -- who is charged with capturing editorial content for the five networks -- would not be permitted in the room, the networks threatened to pull their cameras from Palin's events today.

Eventually, the campaign relented and allowed a CNN producer into the room for the meetings. But there were no wire service reporters or print reporters present for the first meeting, with Karzai.

According to the pool report from the CNN producer allowed into Karzai's hotel suite, Palin was seated a few feet from Karzai; seated slightly behind her were foreign policy advisors Steve Biegun and Randy Scheunemann, who are accompanying the governor today.
