Virginia GOP Rep. Goode Seeks Recount After State Certifies Democratic Pickup

Democrat Tom Perriello's upset victory over Republican Rep. Virgil H. Goode Jr. in the Nov. 4 election, by a margin of 745 votes, was certified Monday by Virginia's elections board. But Goode responded by requesting a recount of the contest in the 5th Congressional District, which he has represented for the past dozen years.

Perriello told reporters Monday that he was "honored and humbled" by the certification of the returns showing he won what began as a distinctly long-shot challenge.

"We are continuing to move forward with our transition program, focused on how we can be ready to hit the ground running on day one, working on bringing jobs and economic relief back to the district," he said.

The certified count shows Perriello defeated Goode by 158,712 votes to 157,967 votes, which translates to a margin of victory of about two-tenths of 1 percentage point. That is well within the threshold set by Virginia law that allows the trailing candidate to request a recount if the margin is less than 1 percentage point.

5. What happens if the machines give a different number?
No paper to count and Republicans "trust the machines over the people". It should be impossible for a different number to come up and if it does should that be cause for a new election without machines?
