States Are Rebelling Against New Federal Education Rules
By Paul Foy Associated Press Writer SALT LAKE CITY (AP) -

With Utah in the vanguard, about a dozen states are rebelling against President Bush's centerpiece education law, the No Child Left Behind Act, complaining it imposes costly new obligations without providing the money to carry them out.

The Republican-controlled Utah House voted 64-8 last week not to comply with any provisions for which the federal government has not supplied enough money. The bill, which now goes to the Senate, represents the strongest position yet taken by lawmakers around the country. <snip>

Among other things, the No Child Left Behind Act requires virtually all students to test at their grade level for math and reading. Schools that do not measure up for two years in a row have to provide more tutoring or let students transfer to better schools.

1. I think progressive legislatures, local govts and school boards must
begin attaching a Federal Mandate Surcharge to everyone's tax bill, rather than cut existing programs.

Becuase it's a surcharge, they could likely get around restrictions on raising taxes often unfairly imposed on local governments and school boards by the state legislatures.

Hell, it works for the phone company. And I just paid over $250 in "fees and taxes" on four airlines tickets. That over seventeen stinking percent of my bill!

our dumbass governor is pushing for bonuses for teachers for each child they get to pass the test. What a dumbass.

5. I got a bonus
a year and a half ago, before my school had maxed out growth on test scores.

It was a state bonus; NCLB is modeled after programs already in place in some states, including mine. Pete Wilson's baby.

My bonus for raising test scores was $1.39.

4. I wish all of these rebels would
take a step back and look at the big picture. Should they be outraged? Yes. Should they be fighting back? Yes. Should they opt out? No. That's the agenda. When states opt out, it makes it so much easier to accomplish abolishing the dept of ed and privatizing education.

6. I agree, however
schools are stressed enough without getting out and out involved with politics. Believe me: NCLB is as much a farce as anything that has come out of His Fraudulency's administration.

7. I believe you.
But I would like to see my elected district, county, and state reps getting involved. I would like to see my superintendent do so.

I would like to see districts and states filing lawsuits. Writing editorial columns. Giving interviews that don't show them grovelling before the god of test scores. That don't give implicit credence to the law by pretending the test scores have value.
