Kan. suspends income tax refunds, may miss payroll

TOPEKA, Kan. - Kansas has suspended income tax refunds and may not be able to pay employees on time, the state's budget director said Monday.

The state doesn't have enough money in its main bank account to pay its bills, prompting Democratic Gov. Kathleen Sebelius to suggest transferring $225 million from other accounts throughout state government. But the move required approval from legislative leaders, and the GOP refused Monday.

Budget Director Duane Goossen said that without the money, he's not sure the state can meet its payroll. State employees are due to be paid again Friday.

Goossen said the state stopped processing income tax refunds last week.

GOP leaders are hoping to pressure Sebelius into signing a bill making $326 million in adjustments to the budget for the fiscal year that ends June 30.

3. What is the matter with Kansas?
Their senators and house members vote against the stimulus bill. Now this. This shows that people like Mike Malloy and many others were right. The Republican party is out to destroy all the gains made since the 1930's. It is quite clear that in Kansas they want to destroy all programs for the poor, all programs for children, destroy the public school system, destroy, destroy, destroy it all.

When will the people in Kansas and the other so called red states wake up and smell the coffee?

I suppose we will see how this all shakes out, but it isn't going to be pretty.

4. Looks like it's a game of chicken
between Governor Sibelius and the GOP legislature. Kind of reminds me of the game Bill Clinton played with the Gingrich GOP Congress when they effectively shut down the government and didn't mail Social Security checks. The Big Dawg won that PR battle hands down as the republicans were painted as obstructionists.

Hope it plays out that way for Sibelius.

So the republicans in Kansas are witholding tax returns....anyone ever see one of those republicans commercials where the family is bemoaning not having a tax return cause "them big guvmnet librals done spent it!"? How is this any different?

6. Even in the "Great" Depression, a government job was seen as secure. People
need to admit that we are in even worse shape now than we were then and stop talking about "the worse since WWII." During WWII, there was no shortage of jobs. The issue is not whether we are worse than WWII. It's whether we are in the worst shape since 1925 or not. I believe we are.
