COLUMBIA, S.C. - South Carolina lawmakers have defeated a move to oust Gov. Mark Sanford over his summertime tryst and his use of state aircraft.

A panel considering whether to impeach the two-term Republican voted 6-1 Wednesday that his actions were not serious misconduct. Lawmakers are still considering whether to recommend an official reprimand.

Lawmakers said Sanford's actions did not rise to a high enough level to warrant his removal from office before the end of his second and final term in January 2011.

SC House panel votes against Sanford impeachment

A South Carolina House judiciary subcommittee on Wednesday voted six to one against a bill to impeach disgraced Gov. Mark Sanford.

The seven-member panel agreed that Sanford abused his power as governor in scheduling a 2008 trip to Argentina and misusing state aircraft, but only Rep. Greg Delleney (R-Chester) believed the actions rose to the level of impeachable offenses.

“He has lost all moral authority to lead this state,” Delleney said. “He has lost all trust. He has lost all ability to lead this state.”

While the group voted against impeaching Sanford, they voted unanimously to support a resolution censuring the governor. Both the impeachment resolution and the bill to censure Sanford now head to the full judiciary committee.

Rep. James Smith (D-Richland), who had been an advocate for Sanford’s removal, said he believed an impeachment proceeding would create more harm than good.

“This governor is soon to be a part of our past and I don’t want to spend any more time on him in the months ahead,” Smith said. “An impeachment proceeding would only add to the harm he has done to our state.”

6. So apparently it is not serious misconduct for the governor to leave the state and the country and
not tell anyone where he is going?????? How is that not dereliction of duty? In many jobs in the private and public sector it would be grounds for termination. People have been fired for "conflict of commitment" - working at another job while drawing a salary at a government job. How is this not "conflict of commitment" at the least?
