Berlin: The basics of Adolf Eichmann's story are well documented: Commonly known as the "architect of the Holocaust" for his role in coordinating the Nazi genocide policy, he fled Germany, was captured in Argentina by Israel's Mossad, and hanged after trial in Jerusalem.

But Germany's intelligence service, the BND, is sitting on 4,500 pages of files on Eichmann a reporter thinks could fill in gaps about his postwar life: Who helped him escape? How much did Germany know about where he was? Is there more to the story of his capture?

The files could also help shed light on claims that the Vatican helped war criminals hide or escape after Second World War — allegations church officials have always strenuously denied.

The BND claims that the files need to remain secret, so freelance reporter Gabriele Weber sued to have them released. They are now being reviewed in secret by three judges at the Federal Administrative Court in Leipzig. Weber said she anticipates a ruling in the next month or two, and expects to obtain at least some degree of access.

Germany to Pay Jewish Victims of Nazis


WASHINGTON, Nov. 6— The Government of Germany has quietly signed an agreement to pay millions of dollars to European Jews who survived Nazi persecution but were never compensated or received minimal compensation.

The agreement between the German Finance Ministry and the Conference on Jewish Material Claims Against Germany was signed last week in Bonn and announced today in New York by Rabbi Israel Miller, chairman of the claims conference. A German Embassy spokesman confirmed that the agreement had been signed.

The accord was completed at a time when Germany has been swept by right-wing radical political demonstrations and actions against foreigners and against Jews.

"This historic agreement with the German Government will make it possible for some of the most severely persecuted victims of Nazism -- almost all of them elderly and needy -- to live out their days in dignity and relative financial security," Rabbi Miller said. Communist Obstruction Ends

Compensation of Jewish survivors of the Hitler era, in which about six million Jews were killed throughout Nazi-occupied Europe, was begun in 1952 by the West German Government under Chancellor Konrad Adenauer. Billions of dollars were distributed in the form of a lump sum to Israel and to individual survivors. That program expired in 1965.

East Germany, then and later under Communist rule, also paid compensation to German Jewish survivors of Nazi persecution living on its territory.

But scores of thousands of Jewish survivors across Eastern Europe and the Soviet Union were unable to file claims with either German Government because that was not allowed by Communist governments.

Their situation changed in 1989 with the collapse of Communist governments in Eastern Europe. They are the Jews who will be eligible to claim payments under the new agreement, which is an outgrowth of the unification of Germany two years ago. 50,000 May Be Eligible!

The German spy service has admitted that it employed about 200 former Nazi criminals for at least 15 years after the end of the Second World War.

Some had been involved in massacres in Poland and Russia, others were Ges-tapo torturers; all found a berth in the West German intelligence service. The cases have been brought to light because the Federal German Intelligence Service (BND) is compiling a history of its espionage activities since 1956 — and so polishing up its image, in the manner of MI6.

There was never any attempt to hide the fact that the BND employed Nazis — it was set up in a hurry, with US help, to create spying networks against the Soviet Union — but it has always been vague about its war records.

Now the Frankfurter Allgemeine Zeitung newspaper has been given access to files from the 1960s that detail how the BND tried, belatedly, to weed out suspected war criminals. Potted biographies of the agents, with lightly disguised names, have been published at www.faz.net/bnd ...
