Congo plunder: Kabila writes to Museveni

KAMPALA – Congo’s President Joseph Kabila has written to Mr Yoweri Museveni about the out-of-court negotiations between the two neighbours over UPDF’s alleged plunder of resources in the mineral rich Congo.

The International Court of Justice gave the two countries until April to come up with a settlement.

Last November, the Congolese government asked ICJ for six months to allow the two countries work out a settlement.

1. This brings to mind the segment on TV , (during the time between

the recount and the inauguration); it was really strange. He was being interviewed after his father's death; he, IIRC, was wearing something like cammies, the picture was real cropped? (you could only see his face), his eyes were *real* bloodshot, and he was stating that he hoped he was ready for the transition. I'm not ascribing and particular meaning to it, but it was almost surreal. Very odd.
