Senate defeats McCain's New START amendment

Washington (CNN) -- The U.S. Senate on Saturday voted down an amendment Saturday would have taken out language that recognizes a relationship between offensive and defensive weapons from the preamble of the New Strategic Arms Reduction Treaty, the proposed nuclear arms treaty with Russia.

The vote was 59-37 against the amendment, put forward by Sen. John McCain, R-Arizona. He had argued the language would constrain American plans for missile defense.

The vote against the amendment helps to clear the way for the Senate to debate ratification of the treaty, known as New START, though it is unclear when a final vote might take place.

The Senate Foreign Relations Committee voted for ratification of the accord in September. A vote from the full Senate has yet to occur.

Fresh off his efforts to kill the repeal of DADT, would-be President John McCain is now trying to prevent the approval of the START treaty, which is needed to limit nuclear proliferation.

This just proves once again that there is a big difference between Republicans and Democrats, and that we need to stop giving Republicans a free pass.

5. The senate can't amend a treaty.
It is a strait up or down vote.

Separation of powers. The president gets to negotiate treaties, the Senate confirms/rejects them.

Congress can't amend treaties. Period. Up or down votes only.

16. A Senate Amendment Would Doom The Treaty
...Because it would require the administration to renegotiate the treaty. If the Russians don't accept the amendment, the treaty is dead.

The Rs are committed to making our President look bad. If it takes making our country look bad then so be it.

They really are disgusting.

I mean if GWB got drunk at the Olympics or something ... I would hide him. Really. Throw a bag over his head and say "Nothing to see here folks. Move along." It's The President for Chrissakes!! It is the National Honor!!!

Not that GWB would get drunk at the Olympics or such.:shrug:

15. I think it will pass. Public opinion is weighted too heavily against the PUKES on this one. If they
vote no, and Obama and Dems do their job, the PUKES will look like total assholes on this.

17. I don't know -
I can think of many bills where Democrats voted for amendments that the Republicans said would kill the bill and then some voted for the final bill.

One bill I remember that on was the one we called the "torture" bill. There were several who voted for Ted Kennedy's amendment that designated 10 things as torture - and they then voted for the bill. There are many - like Lindsey Graham bringing up disappointment on DADT - which has NOTHING to do with this. I would bet that Lugar or Kerry will give him a face saving way to retreat and vote yes.
