Recall that Nixon only gave up the tapes when a court decreed that he had to. "Pressure" wasn't enough for him to give up something truly incriminating. That goes double for this crowd.

Clarke has said that he thinks this memo has been overemphasized at the expense of many other warnings and warning signs.

The Rice testimony and that particular memo are being held up as "straw men." The theory is that if Rice convinces people that she is telling the truth, and the memo turns out to be nothing much, then the * administration has won the entire argument.
