(Jerry) Brown says he does not have GOP votes for budget
Source: Associated Press

Gov. Jerry Brown says he has been unable to secure enough Republican votes to pass his plan for addressing California's $26.6 billion budget deficit.

... On Monday, the Democratic governor addressed the board of governors for the California Community College.

He told reporters afterward that he might not win the two Republican votes he needs in each legislative house by his Thursday deadline. Brown needs their support to ask voters to extend temporary sales, income and vehicle tax hikes for another five years.

2. No, go ahead and feel bad.
Because the stupid constitutional amendment requiring a supermajority to pass a budget has for some time screwed up California budgets and looks to do so for the foreseeable future.

5. Prop 25 changed that in November, 2010.
Only a simple majority is required to pass a budget now.

6. Then why is Brown concerned with needing 2 republicans from each the Assembly & Senate?
Edited on Mon Mar-07-11 04:00 PM by GreenTea
If Prop 25 changed all this why does he care - He already has a simple majority in both the state Assembly & the Senate.

7. Maybe there is not unanimity amongst Democrats?
That's the only reason I could conclude IF they have a Dem majority, and all they need is a majority.

8. In California there is usually always unity among the Dems....I'm wondering
Edited on Mon Mar-07-11 04:17 PM by GreenTea
if Prop 25 actually went into effective, of is it being held up in court or somrthing....I find it extremely difficult to believe the Dems in CA are holding up Browns budget....I'll just search it out.

11. Because Brown wants to place a tax measure on the ballot.
That will require 60%. Passage of the tax is required for Brown's budget calculations. But it is not the budget itself.

17. Brown's budget plan includes a tax extension
Edited on Mon Mar-07-11 07:51 PM by KamaAina
he needs a two-thirds supermajority in the legislature just to get that on the ballot. If he doesn't, or the measure fails, we're looking at doubling the size of the already devastating cuts contained in this plan. :scared:

3. Go to the People Gov Brown!
Get on all the local news stations and PUSH for public support!

Now is the time to utilize the people's discontent over the GOP's obstruction and bully tactics. Get smart Democrats and utilize this GIFT. You have the people's attention - grab it and let's work around and through this.

With enough public pressure (and promises of recall), you never know what can be accomplished. USE THE MEDIA for cryin out loud!!!

4. In my mind, it would be better to go down fighting and then laying the blame
Brown: "We could have done this (or that or some other thing) but Republicans were to intent on playing games and obstructing real progress.

9. Bring it to the
people, Gov. Brown. As know the gop don't care about balancing the budget, heck their own concern is lining their pockets.

10. that is the whole problem
he need the repug votes to put it on the ballot, not to pass the budget as some here surmise. The Gop will destroy the state before the do anything constructive.

14. Brown Should cut the funds in all districts that vote against
this. Unfortunately I am in a republican district, but this is what needs to be done.

I don't know if he has that kind of power, but why should the districts that are willing to extend
the tax, be made to suffer. If they don't want to pay, they don't get the services.

18. California's constitution is so screwed up: 2/3 vote is needed to put a resolution before the people
(2/3 vote of the legislature). That's why GOP legislators' votes are needed.

I don't know why this can't be changed by a state-wide people initiated proposition-- to allow the legislature to put its own propositions before the people by a simple majority vote.

19. Brown should announce the formation of a people's movement
to do just that

The legislature won't move, so the people need to
