Michigan: Senate votes to give emergency financial managers more power

LANSING -- The Senate has passed a bill to give much broader powers to emergency managers appointed to overhaul the finances of cities or schools facing collapse.

The 26-12 vote capped two days of debate, punctuated by protests from union supporters in the halls of the Capitol who object to giving emergency managers authority to nullify employee union contracts in municipalities or school districts where they're appointed. All Republicans voted for it; all Democrats voted against.

A demonstration Tuesday filled the inside of the Capitol and was called the largest protest ever seen inside the usually decorous building.

The key bill goes to the House which must concur in minor changes. The House approved the bill in February.

"Detroit — The Detroit Public Schools board controls the district's academics, not Emergency Financial Manager Robert Bobb, a judge ruled today in an opinion that found Bobb "chose to ignore the board's academic plan completely" and "failed to perform his duty to consult" with the 11-member body. Bobb's decision to make all academic, educational and social policy for the districts more than 70,000 students "runs afoul" of the legislative intent of the emergency financial manager law under which Bobb was appointed by the governor in 2009, according to Wayne Circuit Judge Wendy Baxter.

"Mr. Bobb cannot usurp the elected board's authority over academics and curriculum matters by creating his own academic system and programs under the guise of facilities or that his contract with the governor required him to march forward in this way," Baxter wrote in her 34-page opinion."

3. As soon as I saw this on Rachel last night,
I knew DPS was fucked. My district will probably be merged with neighboring ones, just in time to celebrate our new Superintendent getting us out of the red. At least the Gibraltar Trade Center has gun shows about every other weekend, so I'll know where to go when I'm ready to blow my brains out.

He won't declare victory until public schools are eradicated. Financial vouchers and private for-profit schools is his ideal.
