That is NOT a Senate vote, let alone the "FULL Senate," even as opposed to a Senate committee. And that is without even considering considering whether a quorum was needed or whether a non-public vote is valid.

For that matter, the vote of only Republican members of a Senate committee is not the vote of a Senate committee.

Truth is more like "Republican Senators claim their privately-taken votes equal a vote of the Senate."

The Republicans often practice with their guns, and they would love to shoot a Democrat.

In order to get proficient with your guns, you'll have to practice. While at the range, when the n- jokes get made about Obama, you won't be laughing, so they'll start to understand that the Republicans are not alone in their gun ownership.

The biggest mistake the Dems ever made was taking an anti-gun stand.

147. From what I've read, the Rethugs think that the political game changed after
the Affordable Health-care Act passed in Congress last year.

Simply put, if you have the majorities to pass wide sweeping changes, you do it and worry about the political fall out later.

These assholes look at the Health-care bill as a model to enact long wanted changes. Due to re-districting, it is very hard to get a the majorities needed to push unpopular but much wanted changes. The idea is that you pass your wish list when you have the chance and expect the gerrymandering and election cycles to give you just enough support to block any changes to those wish lists, once they become law.

They got their wish, but we'll see if their math is correct in '12.

There are so many of us right there with you. My father was a small businessman and worked hard to give us a good life. Yes, he was a Republican, but that was in the days of Ike. This is where the unions will step in and file lawsuits after lawsuits, including federal & state laws that are blatantly violated, and yes, it is an violation of the open meeting laws.

They can't change the rules in the middle of the game just because the Dem's out. It shows blatant partisan move designed to hurt Wisconsonites, and for that, I won't stand. That's why the unions will prevail. And while it's in the dockets, it seals the fates of every single Rethuglicans who voted for it. All 8 will be subject to recall and they'll be removed and replaced with a majority of Democrats to balance out Walker's thuggish behavior until Walker is finally recalled himself and tossed like the useless human being he is.

I suggest you take a close look at Section 19.83(1)(2) and 19.84 (1-4).

I also read 19.85 (exemptions to the law) and saw that there is no exception to exactly what the Republicans did to break the law.

(1) was violated clearly - it was quickly convened and ended within 5 minutes. There was an ignored objection to the meeting.

Also, please note 19.86:

19.86 Notice of collective bargaining negotiations.

Notwithstanding s. 19.82 (1), where notice has been given by either party to a collective bargaining agreement under subch. I, IV or V of ch. 111 to reopen such agreement at its expiration date, the employer shall give notice of such contract reopening as provided in s. 19.84 (1) (b). If the employer is not a governmental body, notice shall be given by the employer's chief officer or such person's designee. This section does not apply to a nonprofit corporation operating the Olympic ice training center under s. 42.11 (3).

155. From my understanding, this is all procedure issues in the State House
Federal law doesn't have a lot of say in the way each state conducts its business in terms of state governance. You don't see Federal courts telling a state legislature, "You broke Federal Law when you conducted acts pertaining to how your state handles its own laws."

As far as state law, that is another matter. The state Supreme Court could possibly overturn the law, but its is doubtful as you start getting into one branch of government telling another branch how to run its internal business. You see it occasionally when the US Congress uses internal bylaws to pass legislation though unusual means. The SCOTUS will not take a case that deals with the bylaws of Congress.

Granted this is a state issue and the laws may be different. However, the courts have a history of steering clear of telling the legislature how to do their business.

For the record, I don't agree with this BS that happened tonight. I think it was complete over reach and an extremely sleazy way to pass a law. I just not that hopeful that this can be overturned in state or federal court. I think it will come down to the ruling of the Senate clerk and his judgment will stand.

One company you can start with is Johnsonville Sausage. I used to work there. They consistently give money to Republicans. Dick Cheney was a guest in one of their plants in 2004 during a campaign stop.

And their plants are LITTERED with Koch products; particularly I remember thousands of these steal carts called "zubas" with big bold imprint "KOCH", all the label machines in the new plant were from Koch industries.

they can. And I hope the 14 take this to court. We need to keep this movement alive regardless of one battle lost. We need to win the war and I think we are winning that. The opinion war which will help in the next election. And because the unions are losing the money (power) as the rethugs want to support Democratic candidates this may very well be the last election we stand any chance against the corporate money. This election is going to be critical to our future: Democrats with all our faults vs. teabagging rethugs and their corporations. That is the issue.

grows workers will be driven into despair with pathetic wages, benefits and a really low standard of living. It's all part of the plan to bring Americans to serfdom. Cheap homegrown slave labor, that is what this is all about. This is one step of many. They have it planned. And they are driving for one party rule of the US. 400 people on Rachel Maddow tonight, per Michael Moore, own 1/2 of the wealth of this country. This is outrageous.

They could have done it on purpose, thinking that the Dems would come back, then lock them in the Capitol and bring back the original bill and pass it with the quorum there.

A Dem senator said something similar about maybe the GOP'ers are trying to get them back and then trick them.
(except he didn't mention that the fiscal element is in the new bill, he might not know about that yet).

89. If there isn't anything fiscal in the bill then a quorum is not needed.
This evening they went into committee and stripped out all the fiscal elements, then the full senate (minus the dems) voted on the bill.

But some one has found something fiscal on page 12 of the bill - so, now we will have to see if the Assembly will be able to vote on it tomorrow!

The dem senators said what the gop senators did was illegal. GOP broke a state law.

The dem senators are reviewing the legalities and one senator said that all of this will probably end up in court.

The dem senators are saying that they are NOT coming back to Wisconsin, they will stay in Illinois because they think Walker has more tricks up his sleeve.

I am bitter in a weird way because IMO the time to protest and get in the streets about all that is going down in this country was
1. Reagan/PATCO firings/decertification happened
2. about 10 yrs later when Clinton whipped out his pen and signed NAFTA

I am afraid that this country's working people are too divided and too late now( these were a few critical changes in jobs here -there were others too just too tired to think)

Just like PATCO refused to go along union lines and back Carter and instead they decided to back Reagan before he screwed them I have to wonder how many people in Wisc. getting screwed now voted for Walker for a variety of reasons.
I hope this is a wake up call to all workers to unite and stay that way.
It is the only way but you know some scab although a worker bee too,wont think twice about filling the empty spot at a lower $$
and that is the domino scene that could start a real motherfuck on paychecks

The protesters against Walker are admirable role models. They are the adult figures, but tragically, they are not in the position of authority. Instead, the politicians --the Repubs, that is-- in WI are childish: their views are quite myopic and misguided. If only the adults were at the helm!

I just read a tweet which says the Unions are taking his taxes from him, go figure. The Coporate Media and major internet bases are pro-Corporate. Get the message out through the internet, tweets, youtube, word by mouth. Tell the truth, give the facts.

If the bill has nothing to do with a budget, they don't need a quorum.

So, they stripped out everything budgetary, and left non-budget items
in, like "No Collective Bargaining", then voted and passed the new
"NON-BUDGET" bill.

Which only proves that this never had anything to do with the budget,
and everything to do with Union busting.

but it's not a direct fiscal bill as defined by WI law. To be a fiscal bill it has to be a bill "which imposes, continues or renews a tax, or creates a debt or charge, or makes, continues or renews an appropriation of public or trust money, or releases, discharges or commutes a claim or demand of the state," the last part being financial claim or demand. Because the collective bargaining doesn't specifically change any tax, appropriates or claims/demands, only the rules by which some of those will be decided later, they didn't need the same quorum for it as they did when it contained the other fiscal matters

This is what I warned about two weeks ago and everyone said I was crazy for suggesting it.

The Republicans went to war with the teachers, but allowed the pigs to continue to have their union. Why do the Republicans hate teachers but love cops? Could it be because the Republicans are an angry, uneducated, violent, malevolent mob who love seeing the cops kill people?

A teacher usually does some good. A pig is usually a blight on a community who adds nothing, causes fear, strips freedom, and sucks a lot of taxpayer dollars.

Plus, teachers normally do their job without putting on a costume.

Last night, Wisconsin GOP lawmakers called a surprise conference committee meeting and then rammed an anti-union bill through the state senate. Yet, by forcing the bill through without legally required public notice, the senators may have ensured that the bill will be declared void.

Wisconsin law requires all government meetings to be conducted publicly and with advance notice
except under very limited circumstances. According to a guide to Wisconsin’s open meetings law prepared by the state’s Republican attorney general:

The special conference committee in Wisconsin -- convened in order to strip out the fiscal elements of Gov. Scott Walker's budget repair bill, in order to pass the anti-public employee union proposals and avoid the state SenateDemocratic boycott of the three-fifths budget quorum -- just met for roughly five minutes and passed the bill.

Assembly Minority Leader Peter Barca (D) attempted to make a motion to delay the meeting -- and was not recognized for a motion by the chair, state Senate Majority Leader Scott Fitzgerald. Barca argued, over Fitzgerald's attempts to say there would be no motions, that the conference committee violated the state's open meetings law, which requires at least 24 hours notice before a government meeting, unless there is good cause to act more quickly.

The bill then passed in committee on a 4-2, party-line margin -- and in a surreal sight, the online feed of the state equivalent of C-Span, Wisconsin Eye, faded out to tranquil music as the video was playing the shouting and ire of the meeting itself.

The bill to strip away most collective bargaining for public employee unions, and impose new limits on union organization, is now headed to the full chambers.

Wisconsin receives FEDERAL dollars for transportation infrastructure, and
one of the conditions is that there be a collective bargaining system in place
for their public unions.

If Wisconsin Republicans continue down this course, they will lose all kinds
of FEDERAL money, and their public transportation system all over the state could
shutdown.

This would be a major job killer, and could throw Wisconsin alone into a recession.

249. If the union acquiesces, it will be a disaster, but how much will it
hurt Obama? Unions will still plow money into the 2012 election, although if they don't get a Democrat in, funding for the following election may be difficult.

I was so afraid they would compromise and this whole thing would end.

This is the spark, only the beginning and I thank Walker every day for kick starting it and showing just how stupid and tyrannical his people are.

It seems that a whole group of them were just pulled out of Cheney/Rove's basement, trained in fascism, sent to be governors, but not spend a whole heck of a lot of time with real people.

Their ignorance is our blessing.

Those two articles in the Wisconsin Budget Bill are completely intertwined.
Breaking the Unions collective bargaining AND purchase of Power Plants.

Not IF....but WHEN Walker sells off the Wisconsin Power Plants to Koch Brothers, with NO BID, they will not want union workers in place that they'd have to deal with.

The Kock's are having their lackeys clear the way to explooiting workers and limiting their collective union protections/strengths, once they move in with their purchasing power and start to buy public facilities.

Same for Teachers.....when Corporatists' have their minions move government to privatize schooling and decimate public schols....they want the Unions out of the way..

After all, as far as I know, the Governor, and every member of the legislature, was put there in a fair at-large election.

If this does not teach people about the importance of being politically involved and voting, nothing will.

I really don't see the problem. Elect different politicians next time, and reverse all these policies then!

There was a thread in LBN when the 'senate committee' passed the bill.
Then the 'full senate' voted on the bill.
'Full Senate' does NOT mean 'everyone' that holds a senate seat was physically there, but it does mean all that were there.
We all know that the DEM 14 were not there.

p.s. And besides editing time for the OP's title expired over a day ago!
So, there's nothing I can do about it.
