Complaint says Brown used state money to further campaign

HELENA - Republican Secretary of State Bob Brown violated Montana's ethics law by using state money to benefit his own gubernatorial race, the campaign manager for his opponent has charged in a complaint released Friday.

Brown and his campaign manager have denied the allegation.

Scot Crockett, who runs Pat Davison's campaign for governor, contends the production of public service announcements and a brochure that feature Brown in talking about new voting law changes are examples of such alleged violations.

He also said that Brown's top aide using his state-paid vacation time to work on Brown's gubernatorial campaign and to attend GOP campaign training were illegal. In noting that Brown hired a person with news media experience to work on implementing the voting law changes in May 2003, Crockett did not explain why he considers that an unethical action.
