OIC -pressFinal Communiqué Issued By the Emergency Open Ended Ministerial Meeting of the OIC Executive Committee on the Alarming Developments in Libyan Jamahiriya

The OIC Ministerial Executive Committee held an emergency meeting at the OIC General Secretariat on 19 March 2011 to discuss the critical situation in Libya and its dangerous and ongoing implications. After exhaustive discussion, the Committee;
1. Extended condolences to the families of the martyrs of peaceful demonstrations and sympathies to the wounded, and expressed regrets over the heavy loss of lives of the Libyan people along with the colossal damage suffered by public and private properties in the country
2. Reiterated the Communiqué issued by the meeting of the Permanent Representatives Committee held on 8 March 2011 as well the statement by the OIC Secretary General on 22nd February 2011 on the situation in Libya.
3. Took note of UN Security Council resolution no 1970 dated 26 February 2011 as well as the resolution adopted by the Human Rights Council on 25 February 2011.
4. Expressed grave concern at the current situation in Libya, condemned the use of military aircraft, mortars and heavy weaponry against civilians and called upon the Libyan authorities to immediately end the military operations targeting civilians.
5. Reaffirmed the strong commitment to respect sovereignty, territorial integrity of Libya and non-interference in its internal affairs as well as stressing the principled and firm position of the OIC against any form of military intervention in Libya.
6. Welcomed UNSC Resolution 1973 that calls for the establishment of a ban on all flights in the airspace of the Libyan Arab Jamahiriya in order to help protect civilians, cease hostilities and facilitate the delivery of humanitarian assistance in Libya and requested Member States to contribute to the implementation of this resolution. In this connection, it supported the provision in the resolution which excludes a foreign occupation force of any form on any part of Libyan territory, and called for the adoption of a new resolution by the Security Council to annul the provisions of Resolution 1973 as soon as the motives standing behind its adoption have disappeared.
7. Called upon OIC Member States to establish, as deemed appropriate by them, contacts with the Interim Transitional National Council.
8. Called upon all parties concerned with the conflict in Libya to abstain from violence and give precedence to the supreme national interests and to peacefully resolve their differences through dialogue towards national unity.
9. Commended the OIC's political and humanitarian efforts vis-à-vis the critical situation in Libya, applauded the sincere efforts made by the Secretary General towards the harmonisation of the OIC's position and coordination with international and regional organisations, and requested him to continue his cherished endeavours to this end.
10. Welcomed Libya's request to dispatch an OIC fact-finding mission to Libya as appropriate.
11. Called on the General Secretariat to continue coordination on the situation in Libya with the UN, the League of Arab States, the African Union and the European Union.
12. Urged OIC Member States, international organizations, along with Islamic and international civil society organizations to move promptly and provide necessary and urgent humanitarian assistance to the Libyan people and to assist them in surmounting this grave crisis, in line with the statement issued by the OIC Secretary General in which he appealed to OIC Member States and humanitarian international organizations to do so.
13. Requested the General Secretariat to provide Member States with necessary information on the humanitarian needs of displaced persons particularly at the Libyan borders, also called Member States to coordinate their humanitarian efforts with the OIC General Secretariat as well as providing regular information in this regard.
14. Requested the Secretary General to follow the situation in Libya and provide Member States with regular and timely reports on all developments.
