Walker suspends apprentice rules

In an executive order that was quietly released, Gov. Scott Walker recently suspended rules requiring contractors on state construction projects to employ workers under the state’s apprenticeship program. The rules have existed since 1971. One Milwaukee-area lawmaker is protesting Walker’s order, saying it will hurt efforts to employ minorities in the construction trades in Wisconsin.

In the apprenticeship program, which is overseen by the state Department of Workforce Development, contractors provide on-the-job training in a skilled trade to apprentices and also pay them wages as they attend classes at a technical college or other institution. The program is carried out at the local level by the state’s 94 local trade committees, boards staffed by local employer and employee representatives.

The program is voluntary. In 1971, to encourage contractors to join it, Democratic Gov. Pat Lucey first issued an executive order requiring contractors awarded state construction contracts to participate in the program and employ apprentices. In 2005, in another order, Doyle, also a Democrat, revised the requirements, hoping to strengthen them and step up state enforcement. These rules stood until Walker’s own order earlier this month.

For now, the future of these rules is uncertain. Walker’s order, issued earlier this month, says Doyle’s previous directive “is suspended and shall have no effect until further action is taken relating to the employment of apprentices on state construction projects.” Walker’s office didn’t return a request for comment on Wednesday.

60. I was curious about that..............
If he is recalled, I'm sure some of this can be rescinded by the new governor, but how about any contracts the state enters into? Would they be binding? Or would they have to be broken in court?

My thinking would be that he could enter into long term contracts with the Koch companies and lock Wisconsin into these contracts for as long as he could, EVEN IF THE CONDITIONS WERE HARMFUL TO THE STATE. Could those be overturned and if so, how EASILY could they be overturned?

for laws that were created through malice intent? If Walker truly wants to create jobs for Wisconsin, how could this action help toward that goal?

30. I remember some of the conditions for selling the Pack from my visit in 97

The VFW would get the money. It is a local VFW in GB. It has to be enough to build a new hospital etc.

However, it would have to be approved by the Packer board of directors.

I think the Pack is safe since Walker can't get his hands on the money. Local government engaged in interstate commerce.

Over on Slate.com, Tom Scocca has a solution to the budget crisis in Wisconsin. It's brilliant. He's figured out how to close the state's multibillion dollar budget gap without raising taxes, cutting services, or screwing workers.

Walker could start by selling the Green Bay Packers. Decades after Akron and Pottsville and Kenosha dropped out of the football business, Green Bay is still, somehow, in possession of an NFL team. It makes no sense. An outdated system of socialized public ownership has enabled an obscure small city to occupy a place in pro sports that by all economic logic should go to a wealthy metropolis.

The average estimated value of an NFL team is already more than $1 billion, but the sale of the Packers should be worth far, far more than that. They are the league's reigning champion, with a stellar young quarterback. If the team were to be condemned and put on the open market, it would be the object of a bidding war, with would-be buyers unrestricted by location. The sales price might even clear the $1.8 billion estimated value of the Dallas Cowboys—eliminating more than half of Wisconsin's budget shortfall instantly.

Now I'm a proud union member of Bricklayers and Allied Craftsmen Local 1 NYC. For every 5 bricklayers 1 apprentice is taken. Makes a world of a difference for the upcoming generation. On site work experience is the most valuable learning and safety training available. Walker is a DI*K!

Apprenticeship programs such as the one Walker is destroying are one of the secrets to Germany's wonderful workmanship, excellent employer and labor relationships and top performing economy.

It is stupid to get rid of this program which is the key to building a good economy and a capable workforce.

Oh yes, we've seen this all in schoolyards and parks. Show of strength when challenged by the menial masses who are expected to obey. But it won't happen in WI, or MI, FL or OH. I think Americans are treating this as a Marathon, not a Sprint. He will be squashed.

Now would be a good time to hear from firms that commit to continue apprentice programs and reward them appropriately.

that we will get a similar convoluted brainless governor in Kentucky in November. As much as I deplore some of the policies of our current governor, David Williams will be a disaster. I can see him following in these outrageous footsteps. The man is nuts.

What those conservanazi union members don't know is that they voted against their own interests. But, you can't tell a conservanazi from Wisconsin anything. Trust me. I worked with them for years. There was once a little man.
He was frightened by the Big World.
It scared him so that he smiled harder than the dark.
Hoping to ward the Big World away.

Smiles show teeth too.
He was two indeed.
A smile on one side, fear on both.
And he smelled just right.

Then they came from the Big World.
They told him he smelled just right.
That he could be made a king.
Only if he would do 'Big World' things.

He smiled harder than life, and they made him a King.
Now in his palace, he slings his fears like lawn-darts.
Because his neck is dripping with Big World saliva.
To become part of the Big World will end the fear.

Darts of fear strike hearts and clear targets.
Victims take account and mount rage to pursue.
The little world is a fount of recourse and reality.
Now the fear shreds clear the divide, and the little king turns.

The little king burns. Turning to the Big World.
The Big World moves on without him.
Churning in the little world, the little king cries out.
The Big World will have nothing to do with him. He is in the little world again.

One more in fear of the Big World.
Smells just right.
Knows that he will be unafraid of the Big World.
If fraying himself will satisfy the Big World.

Another Little King is made.

plumber, electrician, or other maintenance -- they should $ock it to him.

My son went to a technical college & worked in an apprentice program as a CAD draftsman. At his job, he's the top go-to draftsman who was grabbed by the company's home office. These programs are invaluable in training, particularly because they are able to get a paycheck while applying & honing their skills in a true work environment.
