(Va. Gov.) McDonnell weighs proposal that would allow gays to adopt

RICHMOND — Republican Gov. Robert F. McDonnell is considering whether to try to derail proposed regulations developed by his Democratic predecessor that would for the first time allow gay couples to adopt children in Virginia.

McDonnell has less than two weeks to act on the regulations that would force state-licensed private and church-run agencies to allow unmarried couples — heterosexual or homosexual — to adopt children.

Conservatives, including Del. Robert G. Marshall (R-Prince William), are lobbying McDonnell to ask the State Board of Social Services to kill the proposal because they do not think it is healthy for gay couples to raise children.

Marshall said that he considers the change part of a “radical anti-family proposal” and that he does not even think single people should adopt, which is currently allowed by law. “Children need a mother and a father,” he said.

McDonnell's 1989 thesis for Regent University<43> was a 93-page document titled The Republican Party's Vision for the Family: The Compelling Issue of The Decade. The document explored the rise in the numbers of divorces and illegitimate births, and examined public policies that may have contributed to that increase and proposed solutions.

The document gained attention in the campaign because it outlined a 15-point conservative agenda, including 10 points McDonnell pursued during his years in the General Assembly, according to press analysis.<44> This agenda includes opposition to abortion, support for school vouchers and covenant marriage, and tax policies that favor heterosexual families.<45>

7. Isn't it better to have two loving parents of the same better than
growing up in a home with no parents and no sense of family? No matter what people think of gays...how can anyone deny that fact?
