Montana Senate backs constitutional referendum that denies right to abortion

One constitutional referendum to restrict abortions is moving through the Senate while another has stalled.

On Tuesday, the Senate Judiciary Committee backed House Bill 574, which would ask voters to say the state constitution does not include a right to abortion or its public funding.

The committee halted House Bill 490, which would ask voters if they want to change the constitution to define a human life as beginning at conception.
