UN fails to agree on condemning Syria

UNITED NATIONS (AP) — The U.N. Security has failed to agree on a statement condemning Syrian violence against peaceful protesters.

France Britain, Germany and Portugal circulated a draft media statement on Monday calling for the 15-member council to condemn the violence.

But during consultations Wednesday afternoon, several members including Lebanon indicated they were opposed, council diplomats said, speaking on condition of anonymity because the meeting was closed.

Security Council statements to the media must be approved by consensus.

1. Seems it was Russia and China that blocked the action
(AFP) - The 15-nation UN Security Council failed Wednesday to agree on a statement condemning the killing of Syrian protesters, diplomats said.

After talks ended in deadlock, western nations called for an immediate open meeting of the Security Council so that international anger over the crackdown by the Syrian government could be highlighted.

Russia and China blocked a statement proposed by Britain, France, Germany and Portugal that would have condemned the violence, in which hundreds have died, and backed calls for an independent investigation.

6. Russia and China are also retaliating
against the loosely worded / open to interpretation UN 1973 resolution re. Libya . They don't want another one like that.

9. This is what is so remarkable about UN R2P actions, they also stopped Burma (2007).
Basically you can expect Russia or China to say "STFU" when their interests are at heart (the US is no exception, see Israel).

3. Lebanon I Can Understand
After all, they were occupied by Syria for many years. And had their domestic politics manipulated by them for many years afterwards.

But Russia and China? I guess they're just to prevent another no-fly zone. But still, no harm in condemning the thanks and snipers.

The Security Council, however, failed to agree on a statement condemning the killing of Syrian protesters, diplomats in New York said. After talks ended in deadlock, Western nations called for an immediate open meeting. Russia and China blocked the statement proposed by Britain, France, Germany and Portugal that would have condemned the violence and backed calls for an independent investigation.

Syria's opposition warned Assad that he would be toppled unless he ushered in democratic reforms, although the UN Security Council failed to agree on a condemnation of the violence.

And in a fresh blow to the regime, 233 members of Syria's ruling Baath party announced their resignation in protest at the deadly crackdown on protesters, according to lists seen by AFP.

"The security services have demolished the values with which grew up. We denounce and condemn everything that has taken place and announce with regret our resignation from the party," they said in a signed statement.
