UPDATE: Wisconsin Capitol Balloon Fight
UPDATE: Police are investigating an apparent fight over a balloon in the State Capitol.



UPDATED Monday, July 25, 2011 --- 3:45 p.m.

Capitol Police are investigating an apparent fight over a balloon involving a state employee and a citizen.

It happened just before 1:00 p.m. this afternoon.

According to the Department of Administration, a citizen brought a balloon into the Capitol and the State employee popped it.

There was some confusion as to how blood landed on the floor of the Capitol.

The DOA says the State employee had slipped on the stairs and cut his hand before the balloon incident............

DOA is the Dept of Adminstration--Gov. Walkers offices.

....Protesters have been releasing red heart balloons throughout the months of demonstrations, and one balloon from February had hovered for months atop the dome. The heart balloon became a symbol of sorts, complete with its own "Capitol Balloon" Facebook page and "The Heart Balloon" Twitter account.
That balloon vanished in late June, but protesters have been releasing other balloons in its absence. More than a dozen balloons were released in the rotunda Friday, but all of those had been removed by Monday morning.

The protester involved in Monday's incident told a Capitol police officer that the worker came at her with a knife. She did not appear to be injured, but was holding a blood-smeared paper bag and what looked like popped red heart balloon.

Other protesters who had been attending the daily singalong in the rotunda told the State Journal that the worker said he was sick of removing balloons from the dome and attempted to pop it. They said he apparently stabbed or cut himself in the process.

Tubbs said the investigation just began and he could not discuss details of the incident. He said the worker was getting medical treatment.

Department of Administration spokesman Christopher P. Schoenherr said the state employee indicated that "prior to the incident he slipped on the stairs and cut his hand."

6. Capital police is investigating?
Let’s hope they settle this one quicker that the one with NEOCON Judge Prosser ... I think that’s pushing 6 weeks now.

Capitol police are investigating a bloody incident involving a state worker, a protester and a red heart balloon at the state Capitol.

The incident occurred shortly before 1 p.m. Monday, at the end of the daily “Solidarity Singalong” in the rotunda. The protester, Leslie Peterson, said she had come to the Capitol to join in singing “Solidarity Forever” with the group and was carrying one of the red heart balloons that have become a frequent sight at the Capitol. Peterson said she was posing for a photo when the state worker approached and popped it, apparently with a knife.

“He was stabbing the balloon,” she said. “It was disconcerting.”

She then went to retrieve the “balloon carcass,” she said, and asked the worker for his name so she could file a complaint. That’s when he shoved her into a door, Peterson said.

13. Why was this state worker permitted to carry a knife?
I thought weapons were not allowed in the capital building? Then again NEOCON judge Prosser is allowed to use his hands against co workers.

14. Nothing wrong with a knife - it's just a tool.
For heaven's sakes, screwdrivers, chisels, and other common tools are just as "dangerous" as a knife. It's a tool like any other, useful to cut wire, pry things, open latches, scrape gunk, clean fingernails, and more. This jerk is the problem, not his knife.

15. Point well taken but then that all depends on the blade length
I was under the understanding that people entering the capital building to protest were not allowed to carry anything that could be used as a weapon? At one point I heard they were not allowed to enter with canes and umbrellas! I assumed that would also include state workers working in the Capital building.

Walker Guy Stabs Protester’s Balloon and Bloodies Himself

Monday afternoon, as Governor Scott Walker was signing into law a bill that turns the legislative and Congressional redistricting process and any appeals to it upside-down, and as Department of Administration Secretary Mike Huebsch was reassuring the public that Wisconsin has enough cash on hand to survive for three months in the event of a federal government default, Capitol Facilities Manager Ron Blair was tackling a more pressing problem: heart-shaped balloons.

Outside the doors of the Wisconsin Supreme Court, Leslie Peterson was reaching down into her shopping bag to remove a heart-shaped balloon so that her friend could take a photo of her with it. As soon as she pulled it out, someone came up behind her and repeatedly stabbed the balloon with a blade. “I’m sick of fishing these off the ceiling,” said the man with the round glasses and handlebar moustache as he walked away.

Shaken up by the sneak attack on her property, Leslie asked the man for hisname and identification. He did not respond to her so she asked him again, saying that she was going to file an incident report with the Capitol Police. At that point, he allegedly grabbed her and slammed her up against the door of a women’s bathroom. “I saw blood all over him and me. I didn’t know if he still had the knife, or whether or not I had been stabbed,” said Leslie.


The man, who was later identified as Ron Blair, assistant director in the Wisconsin Department of Administration in charge of facilities management at the Capitol, then ran out of the Capitol and into a building across the street. He later told reporters that the blood all over the stairs and floor in front of the Supreme Court was from an earlier fall he had taken on the stairs. However, Leslie reports seeing blood only after he slashed the balloon.

Meanwhile, Leslie’s screams alerted others who were at the daily Solidarity Sing Along in the Rotunda to call for the police. She and those who witnessed the events were taken to the basement of the Capitol to give their statements. Leslie’s friend, Jenna Pope, had taken several photos of the events, and the camera was taken as evidence, as was the blood-splattered shopping bag containing the slashed balloon.

While Leslie was not stabbed, she was shaken up and sore from where she had been slammed up against the door. She wondered aloud if she should go to urgent care to get an HIV test since she had someone else’s blood on her arms, but an officer discouraged her from doing so saying it would be at least three months before HIV shows up in a blood test.

Over the past five months during a period of time when there have been tens of thousands of protesters in the building, there have been only two violent incidents reported in the Capitol. Both occurred during the Wisconsin Network for Peace and Justice-sponsored Solidarity Sing Along, and both were perpetrated by Capitol insiders: one by a former Republican state senator and one by a middle manager in the Walker Administration.

Capitol Police are investigating today’s incident, but Leslie, Jenna, and other members of the Solidarity Sing Along wonder whether justice will be served, given the political position of the assailant.
